Description

Based in the Country Program Office in Vientiane, with frequent travel to the provinces, the BC is responsible for leading implementation of all biodiversity-related activities in Lao PDR. This will require a range of research, field investigation, proposal development, training, communications, and coordination tasks, all of which require excellent English language and technical skills. The major responsibilities are:

1. Project financial and technical planning, monitoring, and reporting on all biodiversity projects.. 
2. Project development including preparation of concept notes, proposals, etc.
3. Project communications and outreach, including coordination with other international organizations. 

SPECIFIC DUTIES:
The BC’s responsibilities include, but are not limited to:

TECHNICAL ASSISTANCE
• Train and supervise field and project staff in the design and implementation of field activities, e.g., surveys, village consultations, zoning, technical guidelines.
• Lead communication and coordination with government counterparts.
• Provide technical assistance to IUCN staff and project partners as required. 
• Communicate regularly with partners to identify project support needs, monitor field activities, and report on progress; Coordinate with in-country organizations working on relevant areas/themes.
• Carry out desk-based research and literature review on technical approaches and provide summaries.
• Support preparation of work plans and budget for field staff.
• Participate in M&E visits and prepare project progress reports.
• Coordinate with IUCN’s technical staff regionally and globally.

PROGRAM DEVELOPMENT
• Carry out desk-based research on key policy issues relevant to IUCN’s priorities.
• Draft policy briefs and other short policy documents for government as needed. 
• Prepare concept notes, briefing documents, etc. that can be used as basis for funding proposals.
• Ensure regular program reporting requirements by both donors and ARO are met (e.g., monthly and quarterly progress-reports and annual reports). 
• In coordination with IUCN regional staff, lead preparation of donor proposals.
• Assist the HO in developing innovative alliances with donors, IUCN members, and partners.

COMMUNICATIONS
• Prepare web stories and other communications material in English.
• In coordination with IUCN’s regional communications staff, prepare press releases, etc.
• Edit English language reports to publication standard.

OTHER TASKS
• Undertake any other tasks as may be assigned by, and mutually agreed with the line manager
