Description

This post is within the framework of the ongoing “Strengthening Socotra’s Policy and Regulatory framework for Mainstreaming Biodiversity” project supported by The Global Environmental Facility (GEF), United Nation Development Program (UNDP) and the Government of Yemen (GOY). The project contributes to the goal of creating a sustainable and well-governed path of development for the Socotra archipelago that ensures the conservation of its globally important biodiversity.

The project’s objective is that Biodiversity management considerations are mainstreamed effectively into the current process of “decentralizing governance for development” on the Socotra archipelago. The objective will be achieved through the four following project outcomes that reflect the necessary interventions to address the constraints identified in each element of the mainstreaming framework: Local Governance Support, Mainstreaming Tools, Strengthening NGO Advocacy and Benefits of Biodiversity Conservations to Local Livelihoods.

 

Duties and Responsibilities

The IIDA is expected to draft, through a participatory process that engages key local and national stakeholders, a project proposal for the set-up of an island-wide authority to plan and coordinate strategic development interventions in Socotra in an environmentally sensitive manner. The project proposal should include required coordination arrangements between local and national authorities, and be sensitive to the international commitments of Yemen coming from listing Socotra as the World Heritage Site.

The advisor is also expected to provide technical support for the purpose of establishing and activating the authority (if and once agreed upon), in coordination with a national legal advisor and the project coordinator.

Tasks:

  • Review current institutional set-up, legal set-up and situation for Socotra governance and biodiversity conservation, including assess current capacities, systems, structure, facilities, staffing, identification of gaps etc.
  • Review international experience and best practices
  • Review implications of listing Socotra as World Heritage Site and define      necessary measures needed to cope and fulfill the listing requirements.
  • Propose a new structure for Socotra governance including drafting of the mission, vision statements of the new structure, outlining its functions, mandate, organizational structure, job descriptions, staffing, working systems, and tools, coordination mechanisms etc.
  • Define staffing requirements, gaps, and capacity development needs.
  • Provide formal and on the job training
  • Develop resource mobilization strategy for the new entity
  • Conduct consultation with different stakeholders at different stages to present progress, findings and agree on way forward
  • Develop the strategy and implementation plan for establishment of the new structure

 

Competencies

  • At least 5 years of relevant experience in institutional development.
  • At least 2-3 years of experience dealing with institutional and/or management challenges associated with the preservation and/or development of World Heritage Sites/environmentally sensitive areas.
  • Disposition and ability to work as part of a team.
  • Sound oral and written communication skills in English. Arabic language skills are desirable

 

Required Skills and Experience

  • Post-graduate studies in the relevant field.
