Audit Manager, Renewable Heat Incentive

£31,500 - £38,600 p.a. (dependent on skills and expertise) - Band C London SW1
£29,200 - £35,795 p.a. (dependent on skills and expertise) - Band C Glasgow (1st six months in post must be spent in the London office)

Specific Minimum Qualifications and Expertise

Essential:

  • Educated to degree level or equivalent professional qualification(s)
  • Proven ability to proactively prioritise, plan and demonstrate flexibility in scheduling and delivering complex tasks in high pressure situations
  • Proven ability to build and maintain effective relationships with key stakeholders
  • Experience of contract monitoring and management
  • Strong numerical and analytical skills paying particular attention to detail
  • Excellent written and verbal communication skills including reporting to senior management
  • Experience of applying the principles and practices of risk management
  • Proven ability to interpret and understand legislation and implement policy
  • IT literate, including MS Office applications (Word, Excel, PowerPoint)

Desirable:

  • Experience of directly managing staff

Purpose

The Renewable Heat Incentive (RHI) is a world first financial incentive scheme for renewable heat generation. The scheme will help the UK reduce carbon emissions and hit its EU renewable energy targets.

Ofgem will play a key role in the administration of the scheme. This will include the assessment of a large volume of applications to verify eligibility; make payments; undertake enforcement; and handle enquiries from current and potential participants.

The purpose of this role is to take the lead on all issues related to the implementation of both the site and desktop RHI Audit Programme. This will involve monitoring and managing both the site audit contractor(s) and internally administered desktop audits.

This will require the implementation of robust systems and processes to monitor RHI participants’ compliance with the scheme criteria. There is also scope to be involved in individual ad-hoc projects across the team.

Key Outputs and Deliverables

  • Provide a seamless, fair and consistent audit activity from the point of view of participants.
  • Analyse the outcomes of the audit programme and work with operational colleagues to ensure the resolution of issues and follow up actions
  • Maintain the RHI operations risk register including regular reviews
  • Liaise with internal audit as required
  • Report to senior management on delivery against key performance indicators
  • Provide risk management advice as appropriate
  • Review and revise the audit strategy, audit programme and practice, and the procurement of audit services as required
  • Provide support on related issues across the team on an ad-hoc basis

Key Stakeholder Relationships

  • External – Audit Contractor, RHI participants, Department of Energy & Climate Change (DECC)
  • Internal – RHI Generation Team, RHI Fraud & Compliance Team, RHI Finance Team, IT, Audit, New Schemes Development, Procurement, Legal

Key Accountabilities

  • Ensure compliance with the agreed audit strategy, including audit selection criteria and achievement of audit levels
  • Implement and manage the RHI audit programme, liaising with internal and external colleagues as required
  • Contract monitoring and management of the site audit contractor, including the payment of invoices and expenses and ensuring that the contractor(s) provides a professional service
  • Managing internally administered desktop audits both where these are carried out by direct reports and members of other teams
  • Reviewing audit reports and ensuring that non-compliances are acted upon in the appropriate way
  • Identify key audit trends and feed in to other RHI strategies
  • Keeping abreast of relevant developments arising from changes in legislation and disseminating in a clear, logical manner to affected parties
  • Undertaking periodic procurement of contractors to deliver the site audit programme
  • Manage up to three members of staff
  • Liaise with audit leads on other Ofgem schemes to share best practice
