Department & LocationThe Attorney position is based in our Rocky Mountain Office in Boulder, Colorado or in our Washington, DC Office, and is a key member of EDF’s Climate and Air team. The Attorney reports to EDF's General Counsel,  and will work with colleagues in other EDF offices around the country.    EDF has several openings (up to four) in both Washington, DC and Boulder, CO, but specifics will depend on candidates. 
 
Overall Function and Responsibilities:   Working within our team of attorneys, scientists, economists, and policy specialists, the Attorney will focus on developing, advocating and defending solutions to clean the air and reduce global warming pollution.   The Attorney will work in a high-intensity, fast-paced, multi-disciplinary setting.  
 
Responsibilities include, but are not limited to: 

  • Analyzing and advocating federal and state clean air proposals with a sharp focus on progress in reducing greenhouse gas emissions and other airborne contaminants.  
  • Preparing detailed legal and policy comments in response to clean air proposals and preparing a range of litigation documents including complaints, briefs and motions.
  • Interpreting key court decisions relating to clean air and global climate change.
  • Developing reports and whitepapers to influence decision-makers and engage in public education and outreach.  
  • Effective advocacy before federal and state policy-makers.
  • Maintaining strong relationships with public health and environmental allies.   
  • Ability to negotiate and engage with business and industry representatives to achieve critical clean air gains.  
  • Building and participating on coalitions and collaborations to advance clean air policy. 
  • Advising and mentor summer legal interns and junior staff. 
  • Communicating with web staff, media staff, and marketing staff to advance important clean air and climate issues. 
  • Advocating national and regional and local policies to secure cleaner, healthier air. 
  • Crafting strategic plans and carrying them out to secure results for human health and the environment.
  • Assisting development staff in fundraising efforts including drafting funding proposals for benefactors and foundations.
  • Professionally representing EDF at various important internal and external events.  
  • Respond to emerging organizational priorities. 

 
Requirements:   The minimum qualifications are: 

  • Law degree, with 5 or more years of relevant work experience on clean air and climate protection;    
  • A member in active and good standing before a state bar;
  • Deep knowledge of the federal Clean Air Act and implementing regulations, federal and state climate-protection laws and policies, and federal administrative law;
  • Significant administrative law experience including federal and state regulatory proceedings and/or Public Utility Commission Proceedings;
  • Significant litigation experience including brief writing, preparation of various motions and pleadings, and oral advocacy; Outstanding written and oral communication skills, including proven ability to explain complex legal issues;
  • Excellent legal research and analytical skills and an interest in performing rigorous legal advocacy and analysis in support of highly visible work;
  • Demonstrated advocacy skills, organizing experience, and public speaking;
  • Demonstrated ability to secure results in protecting human health and the environment;
  • Ability to work with senior government officials and senior officials in the private sector;
  • Establishes and maintains strong, constructive working relationships with internal and external allies including health and environmental organizations;   
  • Capable and effective mentor of junior staff including legal interns, administrative staff, and junior attorneys;
  • Ability to recognize and build on opportunities for progress;
  • Results-oriented, self-starter with the ability to think strategically and work on fast-paced, dynamic issues;
  • Ability to work both independently and as a leader or member of teams in a dynamic and creative environment with colleagues and partners of varied background and experience;
  • Able to prioritize and be flexible;
  • Cooperative, team-oriented attitude is highly valued
  • Computer proficiency, experience with Microsoft Word and PowerPoint
