Background

Under the overall guidance of the Programme Officer for Energy and Environment, the Associated Professional provides technical and programme support services ensuring high quality, accuracy and consistency of work.

The Associated Professional works in close collaboration with the operations, programme and project staff in the Country Office (CO) and UNDP HQ as required to exchange information and support programme delivery.

 

Duties and Responsibilities

  • Identify, develop, manage, monitor and evaluate projects in the area of environment, energy and sustainable cities;
  • Contribute to building alliances and mobilizing resources through the implementation of new initiatives under the Programme;
  • Support monitoring of area projects, ensuring the achievement of substantive results and a quality and timely execution of activities. Provide substantive advice to the executing agencies. Support the development of TDR's, the hiring of consultants and staff, and review of progress reports;
  • Establish, within the guidelines defined by the Programme Officer (Environment and Energy), the operational coordination with other projects, government counterparts, civil society organizations, agencies of the United Nations system, bilateral donors and multilateral agencies necessary to ensure the smooth running of the projects under their responsibility;
  • Assist in the preparation of various reports of the Programme Unit. Write the parts/chapters related to the areas and issues under his/her responsibility, including commenting and reviewing the different sections;
  • Review and analyze national and international information and recommend courses of action to be considered by the Programme Officer (Environment, Energy and Transport);
  • Respond to requests for support and information from the Government and civil society;
  • Any other responsibility assigned by the Program Officer (Environment, Energy and Transport), the Deputy Resident Representative and UNDP Resident Representative for the accomplishment of goals.

  • Ability to perform a variety of standard tasks related to Results Management, including screening and collecting of programme/ projects documentation, projects data entering, preparation of revisions, filing, provision of information;

Required Skills and Experience

Education:

  • Masters degree or equivalent in areas related to environment, energy or sustainable development.

Experience:

  • At least 4 years experience in the preparation, implementation and management of projects/programmes in the above mentioned areas;
  • At least 1 year in the implementation programs or projects in the field of climate change and energy;
  • Knowledge about economics and/or public policies in the fields of environment, energy, transport and/or sustainable development is desired;
  • Experience working with the public sector in the context of international financing is desired;
  • Experience in the preparation and implementation of projects (project management);
  • Sound knowledge of the socio-economic reality of the country as well as of the social actors, both from the public sector and civil society;
  • Versatility for the treatment of multiple themes, dialogue and capacity for teamwork and adaptability and flexibility with regard to work under pressure;
  • Experience in the use of computers and programs like Microsoft Office.

Language Requirements:

  • Excellent knowledge of English and Spanish (oral and written).
