Description
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Convention on the conservation of Migratory Species of Wild Animals (also known as CMS or Bonn Convention) aims to conserve terrestrial, marine and avian migratory species throughout theft range. It is an intergovernmental treaty, concluded under the aegis of the UNEP, concerned with the conservation of wildlife and habitats on a global scale. Under the CMS, being a framework Convention, several legal binding agreements have been concluded. One of these Agreements is the Agreement on the conservation of African-Eurasian Migratory Waterbirds. The Secretariat of this Agreement is collocated with the UNEP/ CMS Secretariat at the Bonn Duty station. Under the supervision of the Executive Secretary, AEWA, the Associate Programme Officer will: 1. Assist in the development and submission of programme/project proposals to donors aiming to implement AEWA: a) Liaise with potential donors to seek their view on what kind of AEWA activities would be of interest; b) Participate in developing concrete programme/project proposals for submission to donors. 2. Coordinate the implementation of existing and/or new programmes and projects: a) Assist in the coordination of the implementation of these programmes/projects, including drafting work plans; b) Contribute to the drafting of progress reports and financial statements to be submitted to the donor; c) Coordinate the development of information materials regarding these programmes/projects including the development of web pages. 3. Plan and facilite AEWA meetings and provide substantive input: a) Assist in the coordination of the logistical arrangements for Meeting of Parties (MoP) and any other meetings organized in the framework of AEWA; b) Contribute to the negotiation and drafting of the Host Government Agreement in close cooperation with the respective host country of the MoP; c) Follow up with the AEWA Depositary on amendments made by the MoP, to the Agreement text, and its annexes; d) Contribute to various substantive documents for meetings e.g. draft Resolutions, progress reports, etc. 4. Partly coordinate the development of information materials including brochures, leaflets, articles for AEWA Newsletter/E-news to promote the Agreement and/or to attract support for the implementation of the Agreement; Proofread documents produced in French. 5. Liaise particularly with Francophone countries to promote accession to AEWA and/or assist them in any matters related to the implementation of AEWA. 6. Develop Memoranda of Cooperation with other Multilateral Environmental Agreements (MEAs) and/or partner organizations. 7. Contribute to the aligning of the Agreement text and Action Plan, where appropriate and necessary with other legal binding international Instruments: a) Review and compare at regular basis other legal binding instruments with the Agreement text and Action Plan to avoid discrepancies; b) Contribute to the preparation of proposals to align the Agreement text and Action Plan.

Competencies
Professionalism: Knowledge of the UN system and its mission; good understanding of a broad range of thematic areas covered by Biodiversity related MEAs and knowledge of policies, processes and procedures related to programme development and management. Proven ability to assist in organising international meetings; plan and organise work; work effectively under stress and to prioritise and juggle multiple tasks within tight deadlines. Commitment to continuous learning: Willingness to keep abreast of new developments and possibilities regarding programmes and projects within the AEWA region. Communication: Good communication (spoken and written) skills, including the ability to draft meeting papers, programme/project proposals, policy documents and other communications to various counterparts and to articulate ideas in a clear and concise manner. Technological awareness: Fully proficient with computer technology, including relevant software applications, especially contact databases, presentations, word processing and spreadsheet. Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi ethnic environment with sensitivity and respect for diversity of gender in organizational and management of meetings and programme/project development and/or implementation.



QUALIFICATIONS

Education
Advanced university degree (Master’s degree or equivalent) in environmental science, law, management, economics or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
At least three years of working experience in environmental programme management including experience in conference management. Experience at the international level desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and French are required. Knowledge of German or other United Nations languages an asset.

Other Skills
Excellent computer skills (Microsoft Office, email, internet) are required.
