Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Convention on the conservation of Migratory Species of Wild Animals (also known as CMS or Bonn Convention) aims to conserve terrestrial, marine and avian migratory species throughout the range. It is an intergovernmental treaty, concluded under the aegis of the United Nations Environment Programme, concerned with the conservation of wildlife and habitats on a global scale. The Agreement on the Conservation of Small Cetaceans of the Baltic, North East Atlantic, Irish and North Seas (also known as ASCOBANS) is a multilateral treaty concluded under the aegis of CMS, whose Secretariat is currently merged with the CMS Secretariat. Under the overall supervision of the UNEP/CMS Executive Secretary and the day-to-day supervision of the Scientific and Technical Support Officer of UNEP/CMS, the incumbent will perform the following functions: 1. Act as the Focal Point for the day-to-day conservation work of the CMS/ASCOBANS Secretariat. 2. Organize and prepare sessions of the Meeting of the Parties and the Advisory Committee of ASCOBANS. 3. Establish and/or maintain contacts with governments, intergovernmental and non-governmental organizations to promote the implementation of conservation measures and research. 4. Ensure efficient operation and reporting of budgetary and administrative matters to ensure maximum transparency and efficient use of available funds. 5. Promote the Agreement, attract new Parties and increase the Agreement's profile and public awareness. 6. Support the implementation of the CMS Marine Mammal initiatives as outlined in the Triennial Work Plan and relevant resolutions and recommendations of the Conference of the Parties.
Competencies
Professionalism: knowledge and understanding of theories, concepts and approaches on cetaceans; consulting and corresponding with intergovernmental, private sector and non-governmental organizations. Planning and organizing: ability to plan own work and manage conflicting priorities, coordinating the preparation of expert papers, managing the meeting arrangements and secretariat services for meetings. Communication: Excellent communication skills essential for drafting correspondence and papers for Conferences, Meeting of the Parties and Advisory Committee meetings. Ability to communicate complex information to various groups and partners. Teamwork: Excellent interpersonal skills, proven ability to work harmoniously as part of a team. Ability to establish and maintain effective working relations with partners including non-governmental and inter-governmental organizations.
