Specific Minimum Qualifications and Expertise

Essential:

  • Educated to degree level, equivalent professional qualification(s) or relevant professional experience in a science, engineering or related area
  • Excellent written and verbal communication skills
  • Strong numerical and analytical skills paying particular attention to detail
  • Demonstrable experience of working well in a team
  • Ability to effectively manage up to two team administrator(s)
  • Ability to understand biomass fuels and their combustion

Desirable:

  • Knowledge of biomass as a form of renewable energy
  • Experience of working on bespoke IT software projects

Purpose

The Renewable Heat Incentive (RHI) is a government policy designed to increase the uptake of renewable technologies used for heating.  This is a ground-breaking scheme that will help the UK reduce carbon emissions and hit its EU renewable energy targets.

Ofgem will play a key role in the administration of the scheme. This will include the assessment of a large volume of applications to verify eligibility, authorising payments to participants, and handling enquiries from current and potential participants.

The purpose of this role is to assist the Bioenergy Manager on all issues related to bioenergy (heat generated from solid biomass, biogas/methane and bio-liquids) under the RHI. The role focuses specifically on the following:

  • Reviewing applications for accreditation and fuel measurement and sampling plans against eligibility criteria
  • Verifying the accuracy of periodic supplied information

  • Responding to complex queries from participants
  • Managing the resolution of IT problems relating to bioenergy plants
  • Managing up to two members of staff

In addition, there is scope to be involved in individual projects across the team.

Key Outputs and Deliverables

  • Assess the fuel measurement and sampling procedures provided by large bioenergy installations
  • Ensure bioenergy applications for accreditation are assessed against eligibility criteria within set timeframes
  • Review supporting data to ensure that fuel measurement and sampling procedures for large bioenergy plants are being followed
  • Review the bioenergy elements of the accreditation  system and update as appropriate
  • Answer complex queries from current and potential participants (e.g. on eligibility, fuel measurement and sampling, supporting data)
  • Train IT liaison and contact centre staff on bioenergy matters
  • Raise IT system issues with the IT team and manage builds, fixes and tests to the IT system
  • Check register calculations to ensure the correct tariff and payment has been calculated in the IT system
  • Manage up to two members of staff
  • Provide support on related issues across the team on an ad-hoc basis

Key Stakeholder Relationships

  • External – Renewable heat generators, fuel suppliers
  • Internal – IT, New Scheme Development Team

Key Accountabilities

  • Contributing towards the administration of the bioenergy elements of the Renewable Heat Incentive and the achievement of key performance indicators
  • Ensuring that checks made to register calculations enable accurate payment information to be provided within agreed timescales
  • Providing responses to queries from current and potential participants in a clear and logical manner
  • Responsible for training IT liaison and contact centre staff on the processes related to the bio-energy elements of the RHI
  • Responsible for raising IT systems queries with the IT team and testing builds and fixes through to problem resolution
