Description

The volcanic island of Rodrigues (109 km2) is located in the Indian Ocean about 560 kms from the main island of Mauritius which it depends, with a special autonomous status. In 2006 the total population of Rodrigues was 37.230 people. The population of Rodrigues has generally modest or low incomes, since 37.5% of households live below the poverty line. In the 60s, however, Rodrigues had a relatively prosperous economy based mainly on its agricultural exports to Mauritius. The severe drought conditions for several consecutive years in the early 70s are the main cause of decline in this sector which resulted in a profound disruption of living conditions on the island. The central government has had to develop its financial assistance for Rodrigues so that its population will plunge into a deep state of poverty. Today the economy of Rodrigues remains in a critical level and the Regional Assembly of Rodrigues continually seeking to diversify income sources. The natural charm of the island, particularly its ecology, the quality of its food and the friendliness of its inhabitants make it a destination for those aiming primarily a quality of life and natural environment up here rather preserved . Rodrigues has therefore, with development potential is real, all the features and limitations of small islands which must constantly adapt and struggle to find their own path towards sustainable development. The first priority of the island remains the consolidation and securing the mobilization of water resources to cope with climate variability permanently-including prolonged droughts, which will intensify with climate change. The post therefore requires a high level of motivation and accountability for development from theAssistant sustainable management of water resources.

 

Duties and Responsibilities

The objective of the mission Assistant sustainable management of water resources is to strengthen the resilience to climate variability Rodrigues through human capacity building and technology island in the measurement, monitoring, processing, interpretation and dissemination of data and information relating to the cycle of the water and site mobilization and utilization of this resource. This better knowledge of the water is as much about the resource itself and its varied uses, its quantity and quality, and this in all its forms (rain water, surface water, groundwater or wastewater reuse). This local capacity building will contribute to a better integrated management of water resources (IWRM) and land for the safety of drinking water and for food security.

Under the direct supervision of the responsible administrative unit in charge of Water Resources, and with the support of an International Consultant, theAssistant sustainable management of water resources will provide a wide variety of activities covering for example: needs assessment, the provision of technical advice, technical training of managers and technicians, developing technical specifications and installation of equipment ordered and measures hydrological and hydrogeological field.

L 'Assistant sustainable management of water resources will be based in Rodrigues and he / she will have to move frequently Inside the island and on the ground in hilly areas. A few visits to Mauritius will be scheduled as needed.


 

 

Competencies

Senior technician or engineer, water resources, preferably HydrologistAnd with good experience in hydrology and land including the installation of monitoring stations and practice of gauging in rivers or canals. Any additional training or experience in a related field would be an advantage: computer processing of data, modeling and simulation, intercultural communication, conflict management ... A field experience in implementing systems for collecting rainwater, and / or recycling for small or micro irrigation is an advantage.

 

Required Skills and Experience

A minimum of five years experience is required, particularly in a developing country, preferably in a small French island. The position ofAssistant sustainable management of water resources is also open to a young retiree may have a long practical experience of field measurements. Good communication skills. Basic skills in computer data processing. Working knowledge of tools hydrological treatments. Very good knowledge of written and spoken French. The practice of English would be an advantage. Willingness to work in the field without direct support and under conditions that may be difficult.
