Background

Promoting volunteerism for peace and development is an integral part of all assignments of National UNV volunteers. The TOR should outline ways to promote volunteerism for development across and along the National Trust of VU.
 
Assignments in the areas of Climate Change, community mobilization, human rights and humanitarian or civil affairs should all be significant opportunities to demonstrate that volunteerism contributes directly to development. In all these areas of specialization, the promotion of volunteerism for development should not only be expressed through a number of key points in the model terms of reference but should be clearly integrated as part of the basic terms of reference. Let the promotion of volunteerism for development, engagement in voluntary activities, building partnerships based on voluntary and / or mobilization of local communities permeate UNV volunteer assignments and National are implemented in the context of their duties.
 
Volunteerism for Development is a means to achieve the objectives of the assignment, so the terms of reference should include specific tasks related to the promotion of volunteerism for development and tailored to the specific position. National UNV encourages the introduction of Volunteerism for development in all areas of work of UNV volunteers, but also recognizes that National all missions do not lend themselves to the pursuit of volunteerism. For terms of reference where volunteerism for development can not be integrated as a basis, we suggest the introduction of a number of key issues aimed at promoting volunteerism for development throughout the Trust in addition to key issues identified in the model terms of reference. These key points could include:
Building networks and relationships with local organizations, groups or individuals and support and / or participation in local volunteer initiatives;

The promotion, advocacy and support to colleagues, other National UNV volunteers and members of the local community to participate actively in development on a voluntary basis;
Initiative and / or participation in voluntary groups, including helping them to share their stories and experiences on the World Volunteer Web dialogue with superiors on how volunteerism for development can be integrated in allocations and the introduction of activities to promote volunteerism for development in the work plans.
In addition to mainstream volunteerism for development in their missions, all UNV volunteers are encouraged to further promote volunteerism and engage in voluntary activities. These tasks are listed in the section below.
 
The introduction of volunteerism for development will ensure a plea for further promotion of volunteerism in the program and the proposed allocation and bring greater recognition and legitimacy in this particular commitment with partner organizations.

In this context, as a UN volunteer, you are required, and we encourage you to do, to mix with local volunteers and to convey this concept. You're supposed to consider your national colleagues as you like and maintain all trust you, within communities and the organization you are assigned.
 
The UNDP Country Office received an increasing number of national requests for assistance on understanding the implications of climate change on national development and the preparation of integrated strategies and plans to anticipate management challenges and opportunities.
 
Overall, UNDP plays an important role in helping countries to access and disburse funds for programs on the environment and climate change, as an agency executive in Global Facilities Global Environment Facility (GEF), and delivering initiatives such as MDG Carbon Funds MDGs, the Platform Adaptation Africa, CC-DARE, UN REDD Carbon Neutral and Climate Resistance Territories and the Human Development Report 2007 on climate change (activities that over $ 220 million USD).
 
In light of the growing urgency of climate change responses in each country program, UNDP invests to strengthen its services for climate change in all countries, particularly in developing countries (LDCs). To ensure a thorough and effective monitoring of the portfolio more and more important, the UNDP office is seeking a professional able to ensure the implementation of its portfolio in the field of climate change and sustainable environmental policies within Energy & Environment portfolio.

 

Duties and Responsibilities

Assistant (e) of climate change is recruited to attend the Specialist of climate change and will be part of the community who already works at national, regional and international, in which he will represent UNDP and UN system in general .
 
Assistant (e) works closely with the Operations team, the project staff, other agencies of the UN System, UNDP headquarters, and government activities, experts and advisers, donors and bilateral and multi lateral civil society, to ensure the implementation of the UNDP. In addition to its integration into the structure of the UNDP office in Djibouti, the assistant (e) for work on climate change direct supervision of specialist climate change.
 
Under the direct supervision of the Specialist Climate Change asserted the following functions:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading publications and external UNV and participate actively in UNV activities (eg events scheduled to mark the International Day of Climate Change;
  • Become familiar with traditional forms and / or local volunteerism in the host country and build on those bases there;
  • Consider the nature and quality of voluntary action they undertake, including participating in activities of reflection followed;
  • Contribute to the drafting of articles and / or reports on field experiences and submit to publications, websites, newsletters or press releases, etc.. of NUNV;
  • Supporting Sponsorship Program NUNV for new volunteers;
  • Promote and advise local groups on the use of online volunteering or encourage individuals or organizations at the local level using the Online Volunteering service of NUNV when technically feasible;
  • Assist the Specialist of Climate Change in the drafting routine letters and minutes of meetings;
  • Contribute to training on NEX procedures;
  • Prepare periodic reports quarterly on the progress of the project;
  • A detailed final report covering all the tasks and the necessary recommendations;
  • Collaborate with national institutions for activities related to climate change;
  • Perform such other duties as may be assigned in the field of his duties by his supervisor.

 

Competencies

Promotion of Volunteering:

  • Within its area of jurisdiction, put its expertise to the promotion of volunteerism through the implementation of promotional materials and the dissemination of information on volunteering in the media and on the website of the SNR.
  • As a volunteer, become familiar with the concept of volunteerism by reading publications and participating actively in the activities of land.
  • Integrate into networks of voluntary organizations, and build relationships.
    Produce articles on field experiences, through publications in newspapers, on websites, or news clippings, etc..

Deliverables:

  • A final report on the achievements of volunteerism for development during their assignment, such as the number of volunteers, activities and skills mobilized.

 

Required Skills and Experience

Education:

  • A Bachelor's Degree in Science of Climate Change, Environment, Earth, Natural Resource Economics in, Social Science.

Experiences and profile:

  • Have at least five years experience in the field required, on issues of climate risk, reducing vulnerability and capacity building
  • Experience working with government, donors or agencies of the UN System is an asset
  • Have experience in the analysis and formulation of the strategy on climate change and other similar topics
  • Experience of support and advice on climate change and development of energy policy is a major asset.

Languages required:

  • Perfect knowledge of national languages and English and French.
