The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 143 Members (142 States and the European Union) that acceded to its Statute, and 29 additional States in the process of accession and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity.

IRENA Innovation and Technology Centre (IITC) is responsible for the provision of the means for an accelerated renewable energy technology uptake, considering national conditions of resource endowment, social and economic frameworks. In accordance with the IRENA Statute, activities in this field include analysis of renewable energy technology policies; dissemination of information and increased awareness; technologies and equipment overview and assessment of success-failure factors; improved pertinent knowledge and technology transfer, and joint research, development and demonstration; and provision of information about the development and deployment of national and international technical standards in relation to renewable energy.

In this context IRENA addressed the need for adequate project development skills, specifically related to renewable energy technologies, is key to the further deployment of renewable energy. Despite the maturity of some renewable energy technologies (RETs), many renewable energy projects still face the challenges that innovative projects usually encounter such as technical complexity and difficulty accessing financing. When this is the case, project developers and governmental institutions often lack an understanding of the process required to successfully carry out these projects. IRENA’s members specifically Africa and Small Island Developing States (SIDS) members have requested assistance on the implementation of renewable energy projects. In response, IRENA created the Project Navigator, a tool designed to help project developers during the development and implementation of renewable energy projects, by making the whole project development process more transparent and explicit.

The Project Navigator’s scope is broad, aiming to cover all regions, RETs, project sizes and funding sources (grants, loans, equity). Therefore, the Project Navigator is a total support package that provides guidance on the most important aspects of project development, such as the technical, financial and regional aspects, in order to ensure the bankability of a project. The Project Navigator is an online platform accessible on www.irena.org/navigator.

The IRENA Project Navigator aims at contributing also to one of the key programmatic steps towards a greater share of renewable energy in SIDS, on which Lighthouse initiative is based on, namely the human capacity building step. The formulation of technical concepts of specific use for SIDS and to work out an IRENA Project Navigator islands module will add value to the renewable energy deployment on SIDS.

Duties and Responsibilities

Under the overall guidance of the Senior Programme Officer – Renewable Energy Markets and Technology Dialogue the Project Navigator Analyst will:

  • Work in the coaching and mentoring programs, support and clarify the way to use IRENA’s Project Navigator in the SIDS context in collaboration with partners and other organisations;
  • Identify and cooperate with development banks and funds that offer financing programmes for renewable energy projects and identifies requirements by the banks and funds mentioned;
  • Strengthen outcome-oriented outreach with member countries and other relevant parties;
  • Identify partners at the international, regional and national level;
  • Maintain and expand relations with member countries in the specific area;
  • Support the development of an island module and of other regional applications of the IRENA Project Navigator;
  • Contribute to the development of pilot projects;
  • Participate in workshops and conferences in order to promote and strengthen the outreach of IRENA’s Project Navigator;
  • Contribute to the identification and development of further specific technical concepts;
  • Prepare various written outputs, e.g. drafting background papers, analysis, sections of reports and studies, and inputs to publications;
  • Provide substantive support to consultative and other meetings, conferences, including preparation of documents and presentations;
  • Interact with stakeholders as requested;
  • Supervise contractors and consultants;
  • Perform other tasks as required.

Qualifications

Education: Advanced University degree (Master’s degree or equivalent) in energy planning, economics, engineering, policy, environment or natural science, or other relevant field related to renewable energy and bioenergy. In-depth knowledge of bioenergy.

Experience: At least five years of experience in project development, management of complex international programmes, energy financing programmes or renewable energy technology deployment. Proven ability to cooperate diplomatically in multicultural environments. Experience with intergovernmental processes is an advantage.

Language: Excellent command of written and spoken English is required. Knowledge of other languages is desirable.
