ESSENTIAL FUNCTIONS
The Grants Specialist I is directly responsible for the administration of all aspects of government-funded awards, including review of proposals and preparation of budgets, set-up in central finance systems, preparation and submission of all invoices and financial reports to agencies, and maintenance of master agreement files.  Works closely with project managers to ensure that the terms and conditions of agreements are met and properly documented, and communicates directly with agency contracting officers to clarify or negotiate financial and administrative requirements.

The Grants Specialist I is also directly responsible for the administrative aspects of grants out to grantee organizations, including assistance with due diligence activities, preparation and revision of agreements, review of invoices and financial reports, and maintenance of grant files.  Works closely with project managers to ensure that the terms and conditions of agreements are met and properly documented, and directly with finance staff to clarify or negotiate financial and administrative requirements.  Ensure that award monitoring meets TNC standards.  The Grants Specialist I is the primary point of contact for local grantees on award administration issues and assists Operating Unit management with preparation of the work plan in response to internal grantee audits.  The Grants Specialist I is responsible for tracking the resolution of action items detailed in audit response work plans.

The location for this position is negotiable and will support Amazon operating unit(s)/program(s).
BASIC QUALIFICATIONS
• Bachelor’s degree in finance, accounting or business administration and 6 months related experience in pre- and post-award grants administration or equivalent combination. 
• Experience, coursework, or other training with applicable U.S. Federal government circulars (OMB Circulars A-110, A-122 and A-133), state and local regulations, and of meaning of standard contract clauses.
• Experience working with grants accounting.
• Experience in MS Office, including Word, Excel and Access. 
• Experience using accounting and financial reporting systems.
ADDITIONAL JOB INFORMATION
KNOWLEDGE/SKILLS:
• Bachelor’s degree in finance, accounting or business administration and 6 months related experience in pre- and post-award grants administration or equivalent combination.  Minimum 2 years of successful experience in government grants administration preferred.
• Demonstrated working knowledge of applicable U.S. Federal government circulars (OMB Circulars A-110, A-122 and A-133), state and local regulations, and of meaning of standard contract clauses. Demonstrated working knowledge of USAID's regulations as detailed in 22 CFR 226 and USAID's Mandatory Standard Provisions for U.S. and Non-U.S. Non-governmental Recipients will be considered an asset.
• Requires in-depth working knowledge of grants accounting.  Non-profit accounting experience preferred.
• Demonstrated experience in MS Office, including Word, Excel and Access.  May require database management skills with ability to produce reports.  Ability to use advanced computer functions including navigating the Internet.  Ability to manipulate, analyze and interpret data.
• Demonstrated experience using accounting and financial reporting systems.
• Proven organizational skills and attention to detail.

RESPONSIBILITY/OVERSIGHT –FINANCIAL & SUPERVISORY:
• Ensure program complies with TNC policies and procedures and external (donor/legal) requirements.
• Financial responsibility may include working within a budget to complete projects, negotiating and contracting with vendors, government agencies and grantees, and assisting with budget development, and external reporting to donors.
• Ability to identify and resolve issues having financial implications.

COMMUNICATIONS/INTERPERSONAL CONTACTS:
• Excellent verbal and written skills in English required. Excellent verbal and written skills in Portuguese also required. Excellent verbal and written skills in Spanish will be considered an asset.
• Strong communication and presentation skills.  Solicit program support through clear written communications.  Negotiate with government agencies and/or multilateral organizations to achieve program goals.
• Work and communicate with a wide range of people in multiple locations in order to develop, negotiate, and/or implement programs and projects.  Work in partnership with other organizations in a collaborative or advisory role.
• Demonstrate professional, positive, approachable attitude/demeanor and discretion.

WORKING CONDITIONS/PHYSICAL EFFORT:
• Work requires only minor physical exertion and/or strain.  Work environment involves only infrequent exposure to disagreeable elements.
