Air Quality Specialist

Job Purpose

Support the development of Natural Resources Wales’ approach to air quality monitoring, developing guidance and tools as appropriate. Support the development of Permitting, Operations and Policy Team members by applying technical, legislative and regulatory experience.  Maintain an overview of the sector identifying the implications for Natural Resources Wales.

Job Specific Responsibilities

Delivering results

• Lead the development of advice and guidance for air quality monitoring at sites we regulate, to ensure that NRW adopts a proportionate and risk based approach to the provision of statutory advice and regulation in line with the purpose of NRW;
• Be the principle provider of technical support to staff in Operations and National Services on the permitting and regulation of emissions to air and ambient air quality;
• Be the principle provider of advice in relation to emissions to air from regulated sites including bioaerosols, Odour, MCerts and BS 14181
• Be the principle point of contact with the relevant UK and Welsh Trade Associations, Environment Agency, SEPA and NIEA to share and work together on the development of advice and guidance for this issue in Wales;
• Review evidence of new and emerging technologies and consider the implications for the role and remit of Natural Resources Wales. Develop papers to consider the implications for NRW and, if appropriate, scope the necessary work programmes.

Building Strong Stakeholder Relationships

• Provide technical support and advice to staff in Operations and National Services on the regulation of emissions to air, to ensure a consistent approach across Wales;
• Provide technical support and advice to staff in Welsh Government on issues related to emissions to air;
• Influence key stakeholders, work collaboratively and build partnerships to develop evidence and guidance for Wales related to the relevant sectors (e.g. work with EA, SEPA, Welsh Government, UK Government Departments, academic community).
• Disseminate complex technical information and data to a range of audiences ranging from technically proficient to non-technical.

Job Specific Requirements

The post requires the holder to have had direct experience of monitoring emissions to air, either as a regulator or operator.  Knowledge of MCerts and emissions monitoring techniques is essential coupled with the relevant experience and/or a degree in a relevant subject. A relevant MCerts qualification is desirable.  You'll need to be an excellent communicator, be able to demonstrate effective interpersonal skills and be a strong team worker.

You’ll possess proven ability and/or knowledge in the following areas:

• A working knowledge and good understanding of the complicated legal framework and EU, UK and Welsh legislation applicable to environmental permitting and air quality monitoring
• An understanding of the technologies and processes, the environmental risks relating to air emissions and mechanisms to manage these risks, that allow NRW to regulate effectively.
• An ability to identify and manage organisational risks arising from the regulation and permitting of emissions to air
• Working with government departments/regulators, preferably on environmental issues;
• Translating Government policy/legislation or organisational strategy into approaches for operational delivery;
• Working independently demonstrating personal initiative and good organisational skills;
• Being innovative and demonstrate drive to achieve targets;
• Building effective relationships;
• Project management experience;
• Excellent written and verbal communication skills;
• Interpreting and reporting on environmental data, and turning data into evidence.

Level 1 - The ability to use basic Welsh conversational phrases (e.g. “bore da” – “good morning”) and to pronounce Welsh place names correctly/

This post is responsible for:

• Development of risk based and proportionate advice, guidance and other tools as appropriate, related to Air Quality emission monitoring, aligned to the purpose of NRW.
• Technical support to NRW staff on issues relating to Air Quality emission matters.
• Overview of emerging and new technologies and consideration of the implications for NRW.

Status

This is a permanent, pensionable full-time appointment of 37 hours a week.

Salary

Starting Salary of £32,778.00
