The Office of Chief Scientist is the nexus of science at EDF, ensuring that the science (natural and social sciences) that is the backbone for all EDF policy positions is based on the best available information. To be most effective in this role the Office of Chief Scientist provides programmatic support for all scientists at EDF and fosters relationships with scientists outside the organization.

OVERALL FUNCTION

The Bay Area Air Quality Policy Managerwill be a key team member in the Office of Chief Scientist, acting as a leader and EDF representative for external stakeholders while directing complex projects. In particular, this individual will be responsible for developing and implementing pollutant reduction measures in the Bay Area (emphasis on Oakland) with special direction from local community environmental justice groups.

The position will be full-time, based in San Francisco, CA and includes some local travel to visit external stakeholders.The Bay Area Air Quality Policy Manager will report to the Director, Office of Chief Scientist and work closely with the Office of Chief Scientist, Health, and Policy teams. The Bay Area Air Quality Policy Manager will work one day per week out of the office of EDF’s local environmental justice group partner.

This is a one year term position with opportunity for extension.

KEY RESPONSIBILITIES

  • Work with community groups, local air quality experts, regulators, health professionals, scientists, and strategic advisors to develop and implement policies and advocacy strategies to reduce pollution and human exposure to pollution
  • Represent EDF and collaborate with critical Oakland area stakeholders to meet project objectives.
  • Use best available science as a foundation for policy and advocacy strategies
  • Under direction of EDF manager and local environmental justice group partners:
    • Sythesize complex science, policy, and regulatory information to identify and deploy action plans
    • Develop and implement strategy for managing key partnerships.
    • Makedecisions regarding projects, programs and initiatives within project objectives.
  • Communicate regularly both orally and in writing with internal and external stakeholders, partners, and consultants.
  • Deliver formal and informal oral and professional presentations to small or large groups; ability to translate complex science into laymans terms is critical.
  • Independently troubleshoot problems where precedents are not always available.
  • Work with other members of the Office of Chief Scientist to conduct and lead timely literature research to facilitate development of pollution mitigation and exposure reduction efforts, policies and strategies.
  • Translate program and project needs into actionable items to forward program decision-making and liaise with programs to facilitate information sharing, synergy identification, and collaboration;
  • Serve as EDF representative and technical expert in external settings such as conferences, workshops, and partnerships;
  • When applicable, write white papers, scientific journal articles, op-ed pieces, and blogs,  to translate research for broader audiences and foster technical/topic expertise;
  • In conjunction with development staff, develop funding proposals, grants, and interim reports on a variety of topics, when appropriate.
  • In conjunction with management and community group make independent decisions, solve complex problems, determine approaches to completing projects, and managing processes and teams.

 

 

QUALIFICATIONS

  • An advanced degree (master’s, J.D., MBA, or Ph.D.) or professional certification or six or more years of program or professional experience in the fields of public health, air quality policy, public policy, or environmental policy desired.
  • Respect for economic and cultural diversity and ability or experience working with diverse groups of people.
  • Experience or expertise developing and evaluating local and regional clean air policy.
  • Experience running or participating in local and regional advocacy campaigns.
  • Connections with Oakland and Bay Area government officials and other stakeholders.
  • Familiarity and understanding of local and regional political structure and influential stakeholders.
  • Experience with targeted communication efforts to reach specific communities.
  • Demonstrated experience leading and collaborating with colleagues and partners of varied backgrounds and experience.
  • A high degree of diplomacy to manage and influence key stakeholders, teams, and new, developing partnerships.
  • Ability to effectively communicate scientific/economic information in an advocacy setting both to internal and external audiences;
  • Ability to manipulate, analyze, and interpret scientific/economic data and use that information to develop innovative solutions to complex problems;
  • Values and fosters open communication;
  • Uses and understands the importance of active listening skills and is an effective public speaker with excellent writing skills
  • Applies knowledge of the principles, concepts, and methods of a professional, scientific, or technical field. Demonstrates the ability to develop and apply such knowledge in non-routine assignments.
  • Demonstrated ability to direct and conduct research with emphasis on strong written and communication skills;
  • Strong computer proficiency, including experience with Excel, Word, and Internet research;
  • Strong ability to work independently on a multi-disciplinary team, using independent judgment required to plan, prioritize, and organize diversified workload;
  • Affinity for a fast paced work environment;
  • Mixed experience in natural sciences, public health, social sciences or public policy a strong plus.
  • Experience in community organizing, community based research, air quality policies, and public health also preferred.
  • Bilingual in Spanish, Mandarin, or Cantonese a plus
