The team will be composed of three experts: the Team Leader (Senior expert), the
Environmental Expert (Junior expert) and the Communication & Civil Society Expert (Junior expert)
The Team Leader must have excellent skills in budget support and sector reforms, project
identification, appraisal, formulation and management in the field of environment Work experience
in the EU and the CIS countries is a requirement. All experts should be able to understand the
interrelated socio-economic, political, environmental and economic challenges of these countries. The
experts must have a proven experience in working in multicultural environrnents
They must have sound communication skills in dealing with State Agencies and local authorities /
actors, and be capable of working as a team
The experts must be equipped with their own computers
The number of man/days spend by all experts in total in Ukraine should be from 60% to 80% of the
total time allocated for the assignment.?
