Description

If we are to limit average global temperature rises to below 2°C then the transformation to a global low carbon economy must happen over the next 40 years. Achieving this will require the shifting of capital from high to low carbon projects and businesses. This, in turn, will require the realignment of investment incentives from high to low carbon and the targeted use of public funds to lever private capital from high to low carbon sectors. The Low Carbon Finance programme was established in 2010 and works to support delivery of these outcomes. E3G is recruiting a new Policy Adviser to be based in London within the team.

Reports to Programme Leader Low Carbon Finance 

E3G’s Low Carbon Finance Programme

The successful applicant will work to proactively shape, through analysis and advocacy, scaled up financing frameworks to support delivery of the low carbon economy in Europe.


In 2013-2014 the LCF Programme will prioritise:

Making the case for public financing institutions to accelerate the shift of capital from high to low carbon sectors.

Public-private frameworks for financing energy efficiency.

Making the case role of low carbon investment in driving growth.


The successful applicant will have a key role in critical areas of the LCF programme, including:
Contributing to original policy analysis and research, sometimes with an economic focus.

Engaging with key stakeholders in government, civil society and the private sector.

Monitoring key policy debates related to the programme (includes an understanding of the broader European political context).

Influencing policy decisions and debate through advocacy.

Development and maintenance of peer networks.

Representing the organisation at external meetings.

Offering support on project work within the wider E3G team and contributing to the wider development of E3G as an organisation.

Will require some European travel. 

Experience

The Policy Adviser will:

be a strong team player that is committed to achieving E3G’s objectives;

be innovative and entrepreneurial with strong strategic and analytical approach towards delivery of outcomes;

have 5 or more years of professional and/or academic experience and a track record of achievements;

be confident operating in an international context and engaging decision-makers and experts from the public, private and non-profit sectors;

demonstrate experience of facilitating stakeholder engagement and maintaining multi-stakeholder partnerships, ideally on a climate change and/or finance agenda;

have strong written and spoken English – additional European languages desirable;

be prepared to travel internationally. 

Terms

This position is offered on a rolling one-year contract, starting as soon as possible.  This position will be based in E3G’s London office.
