Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This position is located in the Department of the United Nations Environment Programme, Secretariat of the Convention on the Conservation of Migratory Species of Wild Animals, at the Bonn duty station. Under the overall supervision of the Executive Secretary and the general guidance of the Deputy Executive Secretary, the incumbent will perform the following functions: 1. To be responsible for the organization, management and provision of services to facilitate the work of the Scientific Council and its working groups by: a) Coordinating activities intended to be carried out by the Council and its working groups; b) Developing the agenda for meetings and the related documentation schedules; preparing or coordinating the preparation of documentation for meetings of the Council and its working groups, the Conference of the Parties related to the work of the Council ensuring the accuracy of information and that all aspects of the work are properly covered and presented within the frame work of the Strategic Plan; c) Planning and managing the Convention's collection and assimilation of conservation data, in cooperation with the Head of the Information Unit; 2. Review the development of programmes and related projects to ensure the formulation and design to meet CMS goals and monitor implementation of selected CMS-sponsored conservation projects by: a) Liaising with individuals/organizations chosen to develop conservation project proposals with a view to advising them on substantive drafting requirements, obtaining their technical inputs and finalizing the project proposals from a substantive standpoint to ensure that they meet CMS specifications; b) Overseeing the implementation of the projects, including adherence to the terms of reference and deadlines for financial and reporting requirements; c) Conferring with possible donors on programmes and projects for which funding is being sought, discussing the background and qualifying factors for funding and obtaining their support; 3. Day-to-day management of the Agreement on the Conservation of Small Cetaceans of the Baltic and North Seas (ASCOBANS) Secretariat within the joint CMS/ASCOBANS Secretariat by: a) supervising the work of the ASCOBANS Coordinator and of the Administrative Assistant; b) Overseeing all aspects of the work of the Secretariat including administrative and financial matters, preparation and servicing of meetings of the Agreement's bodies; c) Representing ASCOBANS in relevant meetings, producing where appropriate ad hoc reports on ASCOBANS activities and positions. 4. Promote interest in the Convention among Parties and non-Parties, and generally Non Governmental Organizations (NGOs) and gather information relevant to the implementation of the Convention by a) Liaising with scientists in Governmental, inter-governmental and non-governmental organizations, with a view to obtaining up-to-date information on the status of migratory species and promoting interest in the Convention as well as to respond to requests for technical information; b) Establishing and maintaining contacts with Governments and non-governmental organizations with a view to enhancing interest in CMS related activities; c) Representing CMS in relevant meetings, producing where appropriate ad hoc reports on CMS activities and positions; 5) Provide scientific and technical inputs into the elaboration of CMS policies, activities and Agreements, particularly in relation to Management Plans and Action Plans by: a) answering requests to provide advice on technical/scientific matters within the secretariat, including reviewing documents produced within or outside the secretariat. b) Preparing papers for meeting of the CMS Conference of Parties and other committees and working groups. 6. Perform other duties as assigned as facilitating and promoting the development of the CMS Technical series in collaboration with the Information Officer.

Competencies
Professionalism: Ability to facilitate the work of the CMS Scientific Council and the ASCOBANS Advisory Committee through coordination of its activities and meetings, and the preparation of its working documents; ability to effectively develop and design programmes and projects, monitor their implementation, and where necessary adjust their direction; and experience to engage and liaise effectively with partners to solve problems, meet agreed schedules, and manage financial and other resources. Planning and organizing: strong organizational skills including proven ability to effectively plan and coordinate own work as well as that of others.Professionalism: Good knowledge of the thematic areas and cross-cutting issues covered by the Convention, and sensitivity to emerging issues or relevance to the work programme of the Secretariat. Communications: Strong inter-personal skills and the ability to communicate effectively and concisely in both written and oral format. Teamwork: Ability to establish and maintain good working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment with sensitivity and respect for diversity, including gender balance.



QUALIFICATIONS

Education
Advanced university degree in zoology, biology, ecology, and or a related scientific field to terrestrial or marine conservation or a first university degree with a relevant combination of professional and academic qualifications.

Work Experience
At least seven (7) years working experience in the field of biodiversity conservation with a national and/or international institution(s) are needed to successfully carry out the duties required.

Languages
English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required. A good working knowledge of either French or Spanish is desirable.

Other Skills
Knowledge of software and other applications e.g. word processing, spreadsheets, internet.
