Organizational context

The Technical Advisory Division (PT) provides quality assurance support to IFAD’s portfolio of country programmes (comprising loans, grants and associated activities) as regards to technological, institutional and policy aspects. This Division also supports IFAD investment in developing and applying a knowledge base on pro-poor, community-led rural development.

Under the general guidance of the Director PT; and the strategic and direct supervision of the Senior Technical Adviser in Environment and Natural Resource Management the incumbent will assume the duties and responsibilities described below.

Duties and responsibilities

Report on performance of functions in agreed format and frequency to the Senior Technical Adviser (STA) in Environment and Natural Resource Management in accordance with PT Divisional/Project Management Department Plan deliverables:

  • Participate in project design and/or country programme management teams, provide technical assessments and recommendations, and contribute to implementation support and supervision of projects/programmes involving environment and natural resource management.
  • Participate in IFAD’s Quality Enhancement process (loans and grants).
  • Support the development and supervision of innovative grant and food security initiatives relevant to IFAD’s target group.
  • Support the mainstreaming of environmental and social assessment procedures at policy/programme/project levels.
  • Assist in developing corporate products such as the proposed IFAD Environment and Natural Resource Management (ERNM) policy.
  • Contribute to effective knowledge management on Environment and Natural Resources at IFAD, including participation in its knowledge management (e.g. thematic groups, communities of practice) and innovation mechanisms.
  • Strengthen and develop partnerships in the area of environment and Natural Resource Management (NRM) with technical centers of excellence, particularly IFAD hosted entities, UN agencies and the Consultative Group on International Agricultural Research (CGIAR) centers; and represent, as requested, IFAD in international fora.
  • Support the mobilization of resources for the above-mentioned activities.
  • Undertake any other duties as assigned by the Director PT or Senior Technical Adviser in Environment and Natural Resource Management.

Professional requirements

  • Minimum Bachelor’s (or equivalent) degree in one or more of these areas: Development Studies, Natural Resource Management, Agriculture/Agricultural Sciences, Socio-Geography or related fields.
  • At least five years of professional experience in rural development and/or rural poverty reduction programmes, including with the UN and Civil Society (NGOs), preferably on NRM related topics.
  • Previous field work experience in Africa, Asia or Latin America in the above mentioned fields.
  • Familiarity with key regional and global centres of excellence in Natural Resource Management relevant to IFAD.

Communication

Excellent written and verbal communication skills in English, including the ability to set out a coherent analysis in presentations.  Working knowledge of another official language (Arabic, French, Spanish) is an asset.
