Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Secretariat of the Basel Convention - SBC - assists Parties in controlling trans-boundary movements of hazardous and other wastes and managing such wastes in an environmentally sound manner in accordance with the provisions of the Convention. The Secretariat is administered by the United Nations Environment Programme. This position is located in the UNEP, SBC, at the Geneva duty station. The incumbent works under the guidance and direction of the Executive Secretary and based on the general objectives and guidelines set by the Conference of the Parties to the Basel Convention and its subsidiary bodies, and will be responsible for provision of effective operational management of the Project Development and Management Unit including formulation of goals and objectives, setting major priorities and organizing the work programme. The incumbent will be responsible for the following main functions: a) The formulization, organization and implementation of work of the Project Development and Management Unit; b) Lead, supervise and carry out activities in support of the implementation of the Strategic Plan, especially the development and monitoring of projects supporting the Strategic Plan focus areas; c) Undertake work to support the development of projects and their implementation through activities promoting public-private partnerships and strategies for resource mobilization; d) Oversee the preparation of project documents, reports and other necessary material; prepare documents for presentation to the Conference of the Parties to the Basel Convention and its subsidiary bodies, as well as to other policy-making organs; e) Participate in international, regional and national meetings and provide expertise and inputs, and hold substantive and programme-based discussions with representatives of other public and private institutions, agencies or entities; Represent the Secretariat at international, regional or national meetings; f) Ascertain quality outputs of the Unit and prepare periodic reports on achievements, outputs and program performance.

Competencies
Professionalism: Proven ability to perform extensive inter-agency and inter-governmental negotiations and networking functions; proven experience in project formulation and management. Communication Skills: Excellent written and verbal communication skills together with the ability to defend and explain difficult issues with respect to key policies, decisions and positions in inter-agency, inter-governmental and other fora. Managing Performance: Ability to delegate responsibility and decision making authority together with corresponding accountability; ensuring that roles, responsibilities and reporting lines are clear. Leadership: Ability to anticipate and resolve conflicts by pursuing mutually agreeable solutions. The ability to proactively develop strategies to accomplish objectives and to lead a multidisciplinary team. Planning and Organizing: Ability to develop clear goals for the projects handled by the Convention that is in line with agreed strategies. Ability to identify priority activities and assignments and to adjust priorities as required.



QUALIFICATIONS

Education
Advanced university degree in environmental management, development, political science, natural science, economics, public administration or other related fields.

Work Experience
At least 10 years of progressive professional experience, of which 5 or 6 years of professional and managerial experiences at the international level are required. Experience in handling a multidisciplinary portfolio of tasks and duties are required.

Languages
English and French are the working languages of the United Nations Secretariat. For this post proficiency in written and spoken English is required. Given the responsibilities of the position, working knowledge of other official languages of the United Nations would be an important asset.

Other Skills
Experience in the UN system or other international organizations is desirable.
