This is a full-time, permanent role located in Christchurch.


The Ministry is government's primary policy adviser on the environment and its relationship to New Zealand's economy.  We are respected for the depth, innovation and quality of our policy advice, and we are the Ministry which government and other stakeholders turn to as their first stop for ways to approach difficult, complex and emerging issues.


Are you interested in working at the forefront of environmental policy issues in New Zealand?   A range of diverse and interesting work is on offer at the Ministry.  This role initially focuses on Christchurch's earthquake response and the role of planning processes in aiding recovery.  We now a have great full-time opportunity for a permanent senior policy analyst, based in Christchurch, to join experienced and highly motivated teams in our Resource Management Systems Directorate.


What the teams do

This vacancy exists within the Urban Environment Team in the Resource Management Systems Directorate.  The Directorate is responsible for the development and delivery of the reforms to the Resource Management Act (RMA).  The team focus is on the effective functioning of the built environment with a particular focus on Auckland and Christchurch.


Your role

Our Senior Policy Analysts work across multiple policy projects to increase their breadth of experience and skills.  You will be an experienced analyst who is flexible, self-motivated, with talent and a drive to succeed. 


As a Senior Policy Analyst, you will be working as a core member of a policy division which provides high quality policy advice to the Minister.  You will be exposed to a range of policy tasks, and work across different subject areas in the Ministry's work programme.  We are looking for people with strong policy experience and an understanding of the practical implications of policy development.  The ability to work on a diverse range of issues, which may require you to understand and discuss complex technical issues and the ability to apply local level operational knowledge of the RMA at a national policy level are essential.


The skills you'll need for this role

  • You will have more than five years in a policy development or implementation role, preferably in both central government and local government.


    Required skills for Senior Policy Analysts include being able to demonstrate:


    • excellent analytical skills, and strong written and oral communication skills

    • confidence in building and managing  stakeholder engagement throughout the policy development cycle

    • be able to demonstrate your ability to lead significant pieces of work

    • significant drive to continually grow and develop professionally

    • in-depth experience of leading the development of complex policy from a first principles approach, and as such will be comfortable working with ambiguity

    • the ability to play a significant role in building capability of others through coaching and mentoring less experienced team members and as such will have well developed interpersonal skills and the ability to work collaboratively within a team.

 


Ideally you will be degree-qualified in resource management planning, law, environmental sciences or economics.


The Ministry sets high value on the quality of its relationships with Maori and the advice we provide on Treaty of Waitangi issues and is keen to meet with applicants who have experience with Treaty of Waitangi issues and their application to development of new policy approaches.

Salary ranges
:  Senior Policy Analyst - $82,637 to $111,803
Appointment will be made within the range based on skills and experience.
