To support the EU ETS Technical Specialist in delivering NRW’s obligations under the EU Emissions Trading Scheme (EU ETS), Carbon Reduction Commitment (CRC) and Energy Savings Opportunity Scheme (ESOS).  

Job Specific Responsibilities

The EU ETS Senior Permitting Officer will be responsible for:

  • Issuing and maintaining EU ETS permits

  • Securing compliance to Greenhouse Gas emission limits

  • Support in the preparation of annual reports of Greenhouse Gas emissions in Wales to Government and other interested parties

  • Providing advice and guidance on EU ETS permitting and compliance to other team members, internal and external customers

  • Administration of the UK CRC and ESOS schemes.

  • Assessment of Annual Emission Report submission and associated verifier comments.

  • Coaching and mentoring others on EU ETS and CRC work.

  • Building strong relationships with customers, partners and other stakeholders.

  • Represent the NRW EU ETS team on relevant internal and external technical groups including UK wide regulator meetings.

Job Specific Requirements

  • Education to degree level or work experience equivalent in a relevant scientific discipline.

  • Strong customer focussed approach to delivery.

  • Proven effective planning and organisational skills.

  • Proven coaching and mentoring skills.

  • A good understanding of the EU Emissions Trading Scheme.

  • Strong influencing skills.

  • Experience of compliance and enforcement work relating to the EU Emissions Trading Scheme and CRC.

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the team. Taking this into consideration the Welsh language skills required for the post are at Level 1.

This post is responsible for: Permitting and Compliance 

Status:  External recruitment 

This is a permanent, pensionable full-time appointment of 37 hours a week.
