Project officer - Brussels

The Environmental Justice Foundation (EJF), Oceana, Pew Charitable Trusts and WWF have formed the Oceans 5 coalition that brings together a broad front of experience and specialized knowledge on EU fisheries matters. Through regular meetings, shared work plans, and some initial joint activities, this coalition in the EU has already begun work towards a set of concrete campaign goals to ensure that the EU IUU Regulation moves from partial implementation to full effectiveness.

The Coalition is seeking a Project Officer to provide support to the members of the Oceans5 Coalition and the Project Coordinator. The individual we seek will have excellent capacity to do policy analysis, will be capable of analyzing data, producing reports, identifying potential campaign opportunities and supporting policy team of the Coalition members in Brussels when required.  Good team working traits are a must as is experience in working within coalitions. Writing skills are essential to produce campaign briefings and reports targeting a broad range of audiences.  Good communications skills, initiative and drive are also important. 

Responsibilities:

The Project is a full-time position, preferably based in Brussels. The project is designed as a three-year effort.

  • The Project officer will report directly to the Project Coordinator and will act in support of the working group work tasks in technical and policy fields.
  • He or she will be responsible of fulfilling the deliverables agreed under Coalition’s joint objectives within the due deadline.
  • Under Project Coordinator supervision, will work with Consultants to conduct specific research, compile , and process data relevant to campaign objectives development
  • Produce policy briefings, rebuttals and reports
  • Follow up and monitor the EU and international policy agenda related to IUU fishing. Identify key policy opportunities to successfully achieve Coalition goals.
  • Organize and attend Brussels-policy related meetings relevant to Coalition objective

Qualifications and Characteristics:

  • Bachelor's degree required; Master's degree in a relevant area or equivalent experience preferred;
  • Proficient in English as well as in at least one official language of the European Union
  • A minimum of 5 years relevant professional experience required.  Experience with European or international fisheries (policy, sector, NGO, academics) preferred, knowledge on IUU fishing a plus, as well as knowledge of the workings of the European Union.
  • Experience of development of innovative and successful political strategies in association with campaign work
  • Demonstrates strong analytical and strategic skills.  Ability to synthesize large amounts of information and to focus quickly on the essence of an issue/problem.
  • A task-oriented style, with focus on achieving clear and ambitious goals.  Ability to handle many tasks simultaneously in a dynamic work environment with speed, accuracy, and a positive attitude; show initiative.  
  • Excellent written and oral communications skills, including capacity to synthesize policy issues or regulations within short time frames and propose potential solutions. Ability to communicate effectively and appropriately with a wide range of people both verbally and in writing
  • Demonstrated experience in producing briefings and reports needed.

Location

Based at Oceana Brussels’s Office ( Rue Montoyer 39, 1000 Brussels) with an English contract.

Travel

It is anticipated that the individual in this position will travel nationally and internationally to meet campaign objectives.

Remuneration: £35,000 - 45,000 .The position’s salary will be commensurate with the selected candidate’s qualifications and experience.

Duration: As soon as possible until June 2017.

Holiday: 20 days (rising by 2 days per year of service), plus all statutory holidays.
