Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Secretariat of the Basel Convention (SBC) assists Parties in controlling trans-boundary movements of hazardous and other wastes and managing such wastes in an environmentally sound manner in accordance with the provisions of the Convention. The Secretariat is administered by the United Nations Environment Programme. This position is located in the UNEP, SBC, at the Geneva duty station. Under the direct supervision of the Senior Programme Officer and under the overall guidance of the Executive Secretary, SBC, the incumbent will perform the following functions: 1. Coordinate and monitor activities related to the data and information on hazardous wastes and other wastes reported by Parties to the Convention under the 'Transmission of Information' project in accordance with articles 13 and 16 of the Basel Convention; Develop and maintain a database to effectively organize and retrieve the reported data and information; Promote reporting by Parties; Disseminate data and information on hazardous wastes and other related issues to Parties, decision makers, policy makers and others; Network with relevant UN and other intergovernmental organizations to enhance harmonized approach to data and information collection and sharing. 2. Develop and maintain a database concerning the data and information collected: Provide substantive inputs to design, develop and update the database on a regular basis to accommodate the reporting requirements of the Convention; Determine the content and layout of the reports and other information products to be generated; Develop in-house policies and standards to ensure consistent data entry. 3. Promote the 'Transmission of Information' project: Establish and maintain contacts with Parties, Permanent Missions in Geneva and relevant government authorities in Party countries with a view to facilitate an efficient exchange of information and to promote and strengthen activities related to reporting; Provide training to Parties; Prepare regular updates and briefing notes on activities and progress in order to keep Parties and others informed. 4. Follow-up on the timely submission of reports by Parties in accordance with articles 13 and 16 of the Convention, Implementation of relevant decisions adopted and activities identified at the Conference of the Parties and its subsidiary bodies. 5. Carry out any other duties as may be assigned.

QUALIFICATIONS

Education
Advanced university degree (Master’s degree or equivalent) in social sciences, communication, information technology or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in organizing and processing of information or related field, of which at least two should be at the international level involving environmental project/programme management experience. Familiarity with UN system an asset.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Other Skills
Excellent computer skills (Microsoft Office, email, internet) are required.
