Description
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.  UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.  This post is located in UNEP/DEPI within the Marine Coastal Ecosystems Branch at the Nairobi duty station and reports to the Coordinator, Marine Ecosystems Unit.

 

Responsibilities

 

1. Policy Analysis - Contribute to the development and implementation of projects within the global program projects ensuring engagement with global and regional resource, biodiversity and ecosystem management programmes;  Collaborate with identified global programmes, reporting and follow-up actions;  Develop (contribute) to the development of conceptual frameworks, tools and policy options to support the integration of ecosystem management through the UNEP/DEPI Marine Coastal Ecosystem Strategy (MCEB) of the UNEP Ecosystems Management Programme;  Analyse linkages between marine environment issues i.e conservation, biodiversity, resource use, economic development, poverty, trade and socio-economic conditions. 2. Programme and project development, planning, implementation monitoring and reporting: Coordinate marine and coastal projects and programs in collaboration with the Regional Seas Programme, the UNEP Coral Reef Unit and Regional offices; Collaborate with colleagues and government officials to identify project possibilities in relation to expressed governmental needs and the known capabilities and resources available to DEPI/MCEB;  Assess the feasibility and impact of proposed projects on country and regional plans. 3. Develop specific work-plans and approaches for ecosystem based management and multisectoral engagement of marine ecosystems and natural resources including project budgeting and reporting, progress reports, financial statements);  4. Organise and lead project planning meetings and provide expertise and assistance to staff and colleagues in delivering capacity building activities and development and facilitation in relevant marine and coastal ecosystem management workshops, conference and outreach activities.  5. Supervise work of MCEB consultants by developing terms of reference, drafting of legal instruments evaluating outputs and monitoring and reporting; 6. Establish and maintain cooperation and linkage with partners and networks for Regional Sea, Coral Reef and Global Plan of Action programmes and cooperating resource management programmes including other UN agencies, Non Governmental Organizations, research organisation and key decision-makers in governments. 7.  Oversee and participate in the gathering, analysis and integration of information from UNEP stakeholders; Facilitate evaluation of programmes and projects and respond to audit and evaluation recommendations;  Assist in the formulation of resource mobilization strategies and any other related assignments;

 

Competencies

 

Professionalism:  Incumbent should have mastery of marine ecosystems management with ability for policy analysis and development of marine management strategies, and programmes.   Ability to prepare proposals and liaise with UNEP Resource Mobilization Unit to assist in  raising funds for the Unit’s activities and for innovative approaches and or initiatives to advance marine and coastal ecosystems management collaborating with other UNEP priority programmes.

Communication:  Highly developed communication skills both spoken and written including presenting scientific information to government officials, and preparing sensitive issues/positions/briefs and reports at short notice.

Teamwork:  Ability to work collaboratively with ecosystem management team UNEP wide to achieve organizational goals in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Planning and organizing:  Incumbent should have ability to identify priorities, and handle concurrent projects and deliver on time.

 

Education

 

Advanced university degree (Master’s degree or equivalent) in marine science, environmental management, fisheries, marine and coastal management or related area.  A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

 

A minimum of seven years of progressively responsible experience in marine environment or related field.  Experience with government or international agencies and field experience working in marine environment  management and understanding global challenges facing marine environment required.

 

Languages

 

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
