|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities (www.unep.org).

Responsibilities
|
|
|
|
Under the direct supervision of the Head, UNEP/DTIE Energy Branch and in cooperation with the UNEP/ROAP office, the incumbent will perform the following duties:
1). Prepare and implement appropriate financial mechanisms to facilitate end-user access to targeted clean technologies: investigate carbon finance opportunities; assess feasibility of recommended financial mechanism; develop an implementation strategy on recommended financial mechanisms in consultation with domestic and regional stakeholders in collaboration with the Regional Office for Asia and the Pacific (ROAP); set up innovative finance schemes in the energy sector; identify, develop and design tailored financial instruments to develop sustainable small-scale clean technology markets in target countries.
2). Supervise the contracted activities of the projects’ partner institutions and ROAP: prepare draft terms of reference for local project partners and consultants according to their ability to contribute to the projects’ components; coordinate and refine the contributions of project partners and consultants to ensure proper implementation of financing mechanisms; finalize the negotiations with local stakeholders and project partners (including local government, national agencies and financial institutions); monitor the quality, timelines and relevant of project outputs prepared by project partners and consultants.
3). Draft new project concepts related to ongoing end-user finance activities: establish and maintain links with other relevant organizations to explore opportunities for the expansion/replication of ongoing activities or the development of related initiatives; prepare project concepts related to the programme of work in the field of end user finance; support the Chief of the Energy Branch and the Head of the Energy Finance Unit in the development of new initiatives.
4). Respond to administrative and other tasks for the Energy Branch: plan, supervise and monitor the progress of all project components in collaboration with partner organizations and technical assistance providers; ensure the coordination of all projects especially those funded by international sources; monitor progress towards meeting objectives and initiate programme design changes; represent the Energy Branch in related international, regional and national workshops.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in finance, economics, law, political science, or engineering science or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in project/programme management in the area of energy and/or finance with some project experience in developing financial mechanisms in Asian countries and management of energy and/or finance related projects especially capacity building initiatives.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French or another UN language is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
