Duties and Responsibilities

 

The key results expected from the Programme Manager are:

Leadership, Management and Coordination (30%)

• Strategic leadership, management and oversight of (a) UNDP’s work in developing capacity for sectoral market mechanisms and cost-effective mitigation, (b) UNDP´s new Sectoral Market Mechanisms Initiative (SMMI), (c) the development of other Innovative Climate Change Finance Initiatives as opportunity and need arises. This includes the provision of strategic direction, management oversight, and development and integration of the programmes and the team supporting it.

• The development and advancement of key policy initiatives, advice, support and advocacy on developing capacity for sectoral market mechanisms, both within UNDP, with UNDP’s direct partners, and as a contribution to the global debate on developing capacity for climate change cost-effective mitigation through market-based mechanisms.

• The establishment of key financing policies, strategies, mechanisms and systems which are essential for the achievement of UNDP strategic priorities, in particular, the climate change and energy areas.

• Advance the dialogue on climate change market based mechanisms and innovative finance with colleagues from UNDP, UN Agencies, IFIs, Government officials, multi-lateral and bi-lateral donors, private sector and civil society.

• Advise UNDP Senior Management on climate change and energy market based mechanisms and innovative finance.

Strategic Policy Development, Dialogue and Advocacy (20%) Programme Development and Resource Mobilization (10%)

• Identification of funding opportunities, sources and partners. Negotiation of funding and partnerships. Identification, development and roll-out of new business opportunities, business lines, self-funding environmental finance service facilities, and other programmes as need and opportunity arise.

Delivery of Results and Impacts (20%)

• Effective delivery of results and impacts through high quality strategic oversight and implementation support including technical support, monitoring, troubleshooting, evaluation, reporting, and dissemination of results and impacts.

Knowledge, Lessons and Tools Development (20%)

• Analysis and synthesis of data, information, results and knowledge into papers, lessons, guidelines, methodologies, programming kits, training, and other new tools and codified knowledge products.
