Policy Officer/Analyst for Clean Energy in Transport

Transport & Environment (T&E), Europe's principal environmental group campaigning for more sustainable transport in the EU, is currently seeking a highly motivated and proactive individual in the area of transport energy. This is a new role based in T&E’s transport energy team with a specific focus on shaping post-2020 climate and energy policies in the EU.

The position requires a person with strong analytical and research skills, the ability to think strategically, EU political savvy as well as networking, advocacy and impactful communications skills. The successful candidate will demonstrate the ability to grasp technical issues, analyse different policy scenarios (especially energy and climate scenarios by the European Commission) and translate them into simple and persuasive policy messages.

The role is based within the Transport & Environment’s energy team and we are looking for a person who is a team-player, but can also work independently with initiative.

The role will involve:

  • Contributing to and managing a multi-year campaign to reduce climate emissions from the transport sector within the post-2020 EU policy framework for climate and energy. The policy officer will be expected to work independently within the energy team, in coordination with other T&E teams;
  • Analysing and dissecting complex policy issues from a variety of sources including scientific studies, European Commission reports and models being used to shape EU policy; and using these to develop a detailed understanding of the issues from an environmental, economic and societal perspective;
  • Developing position papers and advocacy and campaign materials based on robust evidence and argumentation in order to reduce the climate impact of the transport sector;
  • The ability to build strong coalitions with other NGO and industry players, ability to maintain good contacts with (high-level) policy-makers and;
  • Advocating T&E’s position to policymakers, politicians, business leaders, journalists, civil society actors and our international network.

The successful candidate MUST meet all of the following criteria:

  • Have strong analytical skills, a good knowledge of Excel (experience in energy system projections and scenarios is a plus);
  • A minimum of three years relevant professional experience working on technical issues in the environmental or energy sectors, a research institution or similar;
  • The confidence to think and act with initiative, to engage and influence policy-makers of different stripes, industry representatives and other stakeholders at the highest level;
  • Ability to engage with and build multi-stakeholder coalitions;
  • Excellent communication and presentation skills and an ability to write in English fluently, accurately and concisely;
  • Project management experience including strong interpersonal and team-working skills and an ability to deliver to tight deadlines.

The successful candidate would ideally have:

  • Good knowledge of energy or oil markets;
  • A personal commitment to sustainable transport and the aims of Transport & Environment;
  • The ability to speak at least one other EU language fluently;
  • A willingness to travel.

This is a full-time position based in Brussels and is subject to a probation period. A more flexible working schedule can be discussed.
