ACF is seeking a talented and experienced HR professional to lead its people and development strategy. This is a unique opportunity for an experienced Human Resources professional to manage and lead ACF’s human resources services, practices, policies and programs. Reporting directly to the Chief Operating Officer, the People & Development Manager is a member of ACF’s Executive Administration Team and works closely with ACF’s Senior Management.

If you have extensive generalist human resource experience with an ability to manage a diverse range of areas in a professional fast-paced environment, we would like to hear from you. POSITION DESCRIPTION

POSITION TITLE:        People & Development Manager 
RESPONSIBLE TO:    Chief Operating Officer
RESPONSIBLE FOR:  No direct reports
LOCATION:                  Melbourne
GRADE:                        6
SALARY:                      $97,256 (including superannuation)
STATUS:                      Permanent
HOURS:                       Full-Time (37.5 hours per week) 

BACKGROUND
ACF’s Chief Operating Officer’s (COO) department is responsible for providing the Executive Administration Team with guidance and leadership to successfully fulfil their responsibilities. The Executive Administration Team encompasses ACF’s Human Resources, Finance and Operations, and Marketing and Communications departments. The COO is also responsible for ensuring that ACF is strategically positioned for financial security, for annual planning and budgeting, and for maintaining a strong supporter base.

POSITION PURPOSE
Manage and lead all Human Resources (HR) services, practices, policies and programs within ACF. As a member of ACF’s Executive Leadership Team, help create a highly productive and energetic workplace environment and culture that emphasises active expression of ACF’s values of professionalism, collaboration and courage.

KEY COLLABORATIONS
The People & Development Manager reports directly to the Chief Operating Officer and works closely with ACF’s Executive Team. 

KEY RESPONSIBILITIES

  • Develop HR strategies and design and recommend policies, systems and processes that will deliver and monitor effectiveness of these strategies.
  • Manage and deliver a diverse range of HR services, including recruitment, induction, training & development and performance management to ensure that ACF is able to recruit and retain motivated and talented staff.
  • Provide coaching to line managers to ensure they have the advice and support required to implement HR policies and procedures and demonstrate best practice people management within their programs.
  • Keep the COO informed of significant staffing issues that jeopardize the achievement of company goals particularly those that are not being addressed adequately at the line management level.
  • Manage ACF's performance review system and processes, including the provision of appropriate training for managers and the delivery of a program that strategically addresses identified learning and development needs.
  • Establish an employee training system (including needs assessment) that addresses organisational training needs, new employee orientation, management development and cross-department training.
  • Update managers on all relevant federal and state employment laws (including the Fair Work Act 2009 and  those pertaining to Equal Opportunity, Discrimination & Harassment, and Workplace Bullying) to ensure they are confident of applying these in the workplace.
  • Manage the budgets for recruitment, training & development, and occupational health and safety.

OTHER RESPONSIBILITIES

  • Act as a champion of ACF values and foster an internal culture that is collaborative, professional and courageous.
  • Provide senior management with analysis on key HR metrics and benchmarking data to support the monitoring and improvement of ACF’s performance.
  • Manage employee communication and feedback through avenues such as organisation meetings, suggestion programs, employee satisfaction surveys, employee focus groups, one-on-one meetings, and Intranet use.
  • Determine and recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
  • In conjunction with the COO, ensure compliance with ACF HR policies and all relevant laws and regulations.
  • Develop and implement OHS & Wellbeing policies and programs and ensure that risk identification and risk management strategies are in place.
  • Manage work-life balance initiatives and collaborate with ACF's senior management to promote and implement them; and lead the implementation of company based health and safety programs and recreational initiatives for staff.

DUTIES

  • Maintain ACF’s Human Resources Information System, ConnX, and provide analytical reports on organisational performance. Maintain ACF’s organisational chart and information.
  • In conjunction with ACF’s Accountant, manage regular payroll processes.
  • Have well organised and accessible systems and processes such as online documentation, policy manuals and Standard Operating Procedures for managers to implement.
  • Maintain all HR administrative systems to ensure effective and secure management of information and knowledge.
  • Manage ACF’s Return to Work programs.
  • Develop and lead the implementation of a Diversity Policy that informs recruitment, induction and cultural awareness at ACF.

KEY PERFORMANCE INDICATORS
The performance of the People and Development Manager will be evaluated through an annual performance review to be conducted by their Manager and assessed against both generic and annual KPIs (as negotiated). In the first year of the appointment, annual KPIs will be set by their Manager.

  • Staff Turnover is between 10% and 20%
  • No breaches of Industrial, Equal Opportunity, or Occupational Health and Safety Law
  • Time lost to injury is zero and all Return to Work Programs are managed successfully to the point of full recovery
  • ACF has increased Indigenous staff representation
  • All staff receive an annual Performance Review

SKILLS, EXPERIENCE, ATTRIBUTES AND QUALIFICATIONS REQUIRED

  1. Extensive generalist human resources management experience in a diverse range of areas including Employee Relations, Recruitment & Induction, Organisational Development, Occupational Health, Safety & Wellbeing, Workers Compensation, Industrial Relations & HR Administration.
  2. Demonstrated leadership and management skills.
  3. Demonstrated experience writing and updating HR policy and implementing a workplace Diversity Policy.
  4. Knowledge of current employment legislation, policies and guidelines, especially in a not-for-profit context.
  5. Exceptional interpersonal and relationship management skills, including the ability to influence, negotiatee, and problem solve.
  6. High level analytical skills and a keen attention to detail.
  7. Commitment to working in a confidential matter and with the utmost integrity at all times.
  8. Appropriate tertiary qualifications in Human Resources or other relevant discipline and a commitment to continued professional development.
  9. Understanding of and commitment to the values, vision and goals of ACF.
