International Renewable Energy Policy & Technical Expert (Pakistan)

This technical assistance (TA) project, ’Renewable Energy Policy Formulation in Pakistan’is funded by the Asian Development Bank (ADB) and designed to assist the Alternative Energy Development Board (AEDB) of Pakistan to elaborate Pakistan’s Alternative and Renewable Energy (ARE) Policy. The project aims to provide support to the AEDB in their work to deliver on their remit to enhance the alternative and renewable energy sector in Pakistan.

AEDB acknowledges that they require technical assistance to address gaps in internal capacity to complete the necessary work and Landell Mills Ltd (LML) was contracted to provide technical assistance to achieve this objective. The contract for this assignment was signed and mobilization commenced on 01 March 2010.

The scope of these terms of reference (ToR) relate to the project Task#2: Revise institutional strengthening and capacity building report. The following activities and responsibilities are envisaged to be completed:

1. Conduct a rapid capacity needs assessment of the AEDB;
2. Review the existing institutional strengthening and capacity building report and provide structured comments;
3. Incorporate all comments and revise the aforementioned report accordingly, inc. prioritizing key recommendations for capacity building.
