Background
Duties and Responsibilities
The consultancy aims to develop a National Climate Change Strategy and Action Plan that will assist the Government to address climate change issues, improve environmental resilience, and put the country on a low carbon climate resilient development pathway. The National Climate Change Strategy and Action Plan will provide a road map for the integration of climate change into national policies and agendas and well as present the NSCC with a strategic tool for the achievement of their mandate and goals.
The consultant will prepare and submit a draft National Climate Change Strategy and Action Plan as well as a linked resources mobilization plan for Sierra Leone to the Executive Chairperson of EPA-SL on or before 30th October, 2013 with a copy sent to Deputy Country Director (Programmes), and Programme Manager Environment, UNDP Sierra Leone.
The consultant is expected to submit the final National Climate Change Strategy and Action Plan as well as a linked resources mobilization plan for Sierra Leone to the Executive Chairperson of EPA-SL on or before 15th November, 2013 with a copy sent to Deputy Country Director (Programmes), and Programme Manager Environment, UNDP Sierra Leone
The specific responsibilities of the National Consultant will include:
- Compile and evaluate relevant documents related to the development of a National Climate Change Strategy and Action Plan from other countries as well as national information on sectoral climate change adaptation and mitigation interventions, communications and awareness programmes, capacity building, research and development, and climate change governance;
- Develop a National Climate Change Strategy and Action Plan following UNFCCC guidelines and in line with Sierra Leone’s National Agenda for Prosperity, detailing specific activities, implementing institutions, time frame and detailed costs/resource requirements per activity;
- Develop a resources mobilization plan, and undertake estimates for proposed climate change actions, programmes and projects involving relevant sectors, stakeholders, and topics (e.g. agriculture, tourism, forestry and wildlife, marine and fisheries, environment and mineral resources, energy, water and irrigation, roads, transport, women and youths, health and education, carbon financing, sub-regional development authorities, cooperatives development, disaster risk reduction related programmes);
- Identify financial resources that could be mobilized for the implementation of the Strategy and Action Plan, targeting domestic resources from both local and national governments, the private sector, international funding agencies and development partners;
- Develop a monitoring and evaluation strategy to ensure effective implementation of the Strategy and Action Plan.
The consultant will work closely with and under the supervision of Executive Chairperson of the Environment Protection Agency- Sierra Leone. The consultant will also work closely with other MDAs, donors, NGOs, CBOs and the private sector working on climate change. The consultant will provide monthly periodic written briefs to the Executive Chairperson of EPA-SL cc the Acting Deputy Director NSCC and the Programme Manager, Environment, UNDP. All reports will be done for the attention of the Executive Chairperson of the EPA-SL cc the Acting Deputy Director NSCC and the Programme Manager, Environment, UNDP.
Duration
The consultancy is expected to be two(2) months upon the signing of the contract. Payments are based upon the deliverables.

Required Skills and Experience
- Advanced university degree in Natural Resources Management, Geography, Meteorology or Climatology or related climate change disciplines with research qualifications.
- At least Five (5) years of work experience in management or supervisory roles of environmental and natural resources management, meteorological or climate change related projects or working with a related climate change institution;
- Working knowledge of climate change issues and challenges in Sierra Leone;
- Strong analytical skills, particularly applied to climate change profiling;
- Technically updated in the area of climate change modelling and risk assessment;
- Good interpersonal skills with evidence of working in a multi-disciplinary team and accustomed to effectively meeting tight deadlines.
- Fluency in written and spoken English.
- Background and education: 10%;
- Methodology of approach in accomplishing the consultancy including though not limited to (a) timelines, (b) data collection and sources, (c) strategies addressing possible risks and barriers and management responses: 60%;
- Professional Experience with respect to TOR: (a) Demonstrated experience with programme development and project design, with particular focus on design of climate change action plan; (b) A good understanding of the climate change challenges in Sierra (c) Strong analytical skills, particularly applied to action plan design: 30%.

Payment to the consultant will be made in three instalments upon satisfactory completion of the following deliverables:
- 1st instalment: 40% upon signing the contract;
- 2nd Instalment: 30% upon submission of the draft National Climate Change Action Plan as well as a linked resources mobilization plan for Sierra Leone;
- 3rd Instalment: 30% upon submission of the final National Climate Change Action Plan as well as a linked resources mobilization plan for Sierra Leone.
