Responsibilities
UNEP is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This post is located in the Secretariat of the Environment Management Group based in Geneva. Within UNEP, the EMG aims at enhancing cooperation in the field of environment and human settlements within and beyond the UN system. The EMG includes amongst its members the specialized agencies, funds and programmes of the UN system and the secretariats of multilateral environmental agreements (MEAs). The position of Interagency Liaison Officer reports directly to the Director/EMG and is mainly responsible for the following tasks: 1. To support the overall management and operations of the EMG Secretariat by coordinating the work of the issue management group, support task managers operationally and coordinate the organization of EMG meetings. 2. Provide policy and strategic advise and assess the work of the EMG through the preparation of periodic reports and ongoing advise on EMG’s role in addressing emerging environmental issues. 3. Development and maintenance of contact with the EMG focal points, including consultation, preparation of concept papers, effective communication, participation in relevant meetings and ascertaining effective contributions of UN partners and MEAs to the work of the EMG. 4. Identify opportunities for cooperation with UN and non-UN partners by developing and negotiating joint agreements and supporting the implementation projects.

Competencies
Professionalism: Ability to advise senior management on complex and emerging environmental issues and provide effective advice and practical approach in addressing and solving those issues. Provide sound judgement in applying expertise to complex environmentally and politically sensitive issues. Strong monitoring, organizational, programme management and negotiating abilities. Discretion and strong personal integrity are necessary in the day-to-day discharge of responsibilities. Communication: Excellent drafting, and effective spoken and written communication skills; ability to communicate complex concepts orally; ability to prepare project documents, strategy papers, briefing notes and other written reports that are clear, concise and meaningful. Teamwork: Ability to work under pressure and in a team with professionalism and dedication. Strong interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Planning and Organizing: Ability to effectively establish priorities; develop work plans, organize and monitor assignments in a multi-priority environment; ability to integrate activities from other UN organizations as well as UNEP divisions relevant to the work of the EMG.



QUALIFICATIONS

Education
Advanced university degree in international relations or Political Science. A first level degree combined with relevant professional experience may be accepted in lieu of an advanced degree.

Work Experience
At least seven years of relevant progressive experience including experience in addressing UN system-wide environmental issues and related intergovernmetnal processes. Experience in project development.

Languages
English and French are the working languages of the United Nations Secretariat. For this post proficiency in written and spoken English is mandatory. Given the responsibilities of the position, working knowledge of other official languages of the United Nations would be an asset.

Other Skills
Adequate knowledge of the environmental profiles of the UN system agencies and familiarity with the culture of inter-agency collaboration in the areas related to the environment.
