Description
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This position is located in the Department of the United Nations Environment Programme, Secretariat of the Convention on the Conservation of Migratory Species of Wild Animals (CMS), at the Bonn duty station. Under the overall supervision of the Executive Secretary of the UNEP/CMS Secretariat and the direct supervision of the Deputy Executive Secretary, the incumbent is: 1. Responsible for compiling and analyzing relevant substantive documentation and material received by the Secretariat and preparing concise briefing notes for the Executive Secretary. 2. Assist in the development and implementation of the Secretariat's strategic plan and long-term programme of work in cooperation with other relevant organizations by: (a) Developing a more detailed work programme to supplement the Memorandum of Understanding between the secretariats of CMS and the Convention on Biological Diversity (CBD); (b) Intensifying cooperation with the Ramsar Convention on Wetlands in fields of common interest within the framework of the existing MoU and work programme; (c) Developing a basis for information exchange and cooperation with the Convention on International Trade in Endangered Species; explore possibilities of gaining synergies through implementation of the Memorandum of Understanding including detailed work programme; (d) Extending consultations with the Secretariat of International Convention for the Regulation of Whaling (IWC), particularly at the level of the respective scientific committees having an interest in cetacean research and management; (e) Increasing the exchange of information with UNESCO, in particular the World Heritage Convention and the Man and Biosphere Programme (MAB), and explore possible fields of cooperation, through implementation of the Memorandum of Understanding and detailed work programme; (f) Participating in and contributing to UNEP efforts to facilitate co-ordination among biodiversity related conventions; intensify efforts to synergise CMS' and UNEP's projects; and exploring the potential for co-operation with the UNEP Regional Seas Programme; (g) Developing a plan through which to encourage UNDP and the World Bank to take a more active interest in integrating issues of migratory species conservation into the programmatic work of these agencies; and establish and intensify contacts with the GEF Secretariat; (h) Intensifying consultations and cooperation with international NGOs identified by the Convention bodies as being technically qualified and actually supporting the implementation of CMS and Agreements; and (i) Performing all other respective work which becomes relevant in the future to implement CMS and Agreements. 3. Provide support to the ongoing functions of the CMS secretariat by: (a) Preparing substantive documentation related to the work of the Convention for submission to the Conference of the Parties, the Standing Committee and other bodies; (b) Drafting project documents and monitoring the implementation of selected projects in relation to the fulfilment of substantive requirements, meeting of deadlines and quality control; and (c) Reviewing documentation prepared within the secretariat. 4. Liaise with other organizations: (a) Monitor discussions in international fora of the United Nations; (b) Consulting and corresponding with other global or regional organizations and biodiversity-related conventions; (c) Advise the Executive Secretary on relevant emerging issues and develop policies to enhance the coordination of relevant work programmes and, where appropriate and feasible, projects.

Competencies
Professionalism: knowledge and understanding of theories, concepts and approaches relevant to the CMS Convention and inter-governmental bodies; proven expertise in the development and implementation of strategic plan / work programme in cooperation with other relevant organisation; consulting and corresponding with intergovernmental, private sector and non-governmental organizations. Planning and organizing: ability to plan own work and manage conflicting priorities, coordinating the preparation of expert papers, managing the meeting arrangements and secretariat services for meetings under CMS. Communication: Excellent communication skills essential for negotiating and drafting partnership agreements and papers for CMS COP and Committee meetings. Ability to communicate complex information to various groups, discussion of contributions and promotion of CMS and its Agreements with a view to enhancing interest in the work of the CMS, generating synergies. Teamwork: Good interpersonal skills and ability to establish and maintain effective working relations with partners including non-governmental and inter-governmental organizations, Agreement Secretariats, private sector sponsors, independent contractors and government ministries.



QUALIFICATIONS

Education
Advanced university degree in economics, environmental affairs, international relations, international law, political science or a related field, or a first university degree with a relevant combination of professional and academic qualifications.

Work Experience
At least seven years relevant working experience of which up to three years should have been in an international environment are needed to successfully carry out the duties required.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is essential. Working knowledge of either in French, Spanish or other UN language is an asset.

Other Skills
This post is the main focus with the Secretariat for fundraising and partnerships with other bodies. Proven skills in these areas will be necessary.
