Description

India is vulnerable, in varying degrees, to a large number of natural as well as man-made disasters. In India, 22 out of 35 states and union territories are multi-disaster prone. Nearly 80 per cent of the country’s geographical area is vulnerable to disasters of different kinds. Heightened vulnerabilities to disaster risks can be related to expanding population, urbanization and industrialization, development within high-risk zones, environmental degradation and climate change. India has experienced exponential urban growth in the last few decades. The urban population of India has grown from 285 million in 2001 to 377 million in 2011, which is likely to touch 533 million by 2025. As cities grow in an unregulated manner, and the number of people living in slums swell, urban risk exposure is likely to be significant.

The GOI-UNDP DRR programme is envisaged to support Central and State Government programmes and initiatives by providing critical inputs that would enhance the efficiency and effectiveness of the efforts in Disaster Risk Reduction. The programme strives to strengthen the institutional structure to undertake Disaster Risk Reduction activities at various levels including risks being enhanced due to climate change and develop preparedness for recovery. The GOI-UNDP Climate Risk Management in Urban Areas through Disaster Preparedness and Mitigation project supported by USAID became operational in India in October 2012, covering eight cities including the city of Navi Mumbai. The main objectives of the programme are (1) reduce disaster risk in urban areas by enhancing institutional capacities to integrate climate risk reduction measures in development programmes as well as to undertake mitigation activities based on the scientific analysis, and (2) enhance community capacities to manage climate risk in urban areas by enhancing the preparedness. Under the project, specific activities are currently underway to attain key results such as: Preparation of City Disaster Management Plans (CDMP), Hazard Risk and Vulnerability Analysis, training of communities to respond to disasters, action plans to strengthen Early Warning systems based on analytical studies, sectoral plans with key focus on mainstreaming of disaster risk reduction and climate change adaptation in development programmes and knowledge management.

This assignment is scoped to review and update the CDMP of Navi Mumbai with a view to assess the clarity, comprehensiveness, efficiency, appropriateness, and dissemination including the integration of climate risk management measures in the CDMP planning process and plan document. 

Secondly, this assignment aims to provide specific recommendations and provide strategies to the city administration section to address the gaps established during the review process to update the CDMP.

Thirdly, the consultant would support the corporation in updating the plan as per the individual department-specific recommendations to ensure that it is effective and implementable.

 

 


Duties and Responsibilities

The Individual Consultant will work under the overall supervision of the Additional Commissioner (City), Navi Mumbai and Project Coordinator, Climate Change, Resilience and Energy Unit, UNDP-India. She/he would be responsible for carrying out the following tasks:

  • Review the existing City Disaster Management Plan 
  • Review the disaster management plans if any of the various departments to assess the comprehensiveness in terms of multi-hazard risk mitigation & preparedness and clarity of roles & responsibilities of different stakeholders;
  • Collect and review other relevant documents like HRVA, SOPs, Policy reports, disaster study reports etc. that could be relevant for CDMP;
  • Prepare background notes and agenda along with the City Project Coordinator (CPC) for Consultation Workshops for revision of CDMP with key stakeholders at City level with the participation of state, district level officers and other stakeholders;
  • Coordinate and facilitate Consultation Workshops for revision/preparation of CDMP along with the CPC and develop consensus with the stakeholders on the structure/template of the CDMP;
  • Prepare Report of Consultation Workshops held at city level with recommendations/suggestions;
  • Revise/Prepare the CDMP after duly incorporating all the suggestions and recommendations of the Workshops;
  • Include concepts of climate change adaptation, DRR mainstreaming and other cross-cutting issues in CDMP;
  • Prepare checklists and guidance notes that will help the authorities on how to review and revise the City Disaster Management Plans;
  • Submit the draft CDMP and obtain feedback from the MC and UNDP to finalize it;
  • Submit final versions of CDMP to the city authorities/ UNDP after duly incorporating feedbacks/ suggestions received.

Schedule of Work

  • Submission of a brief outline of the CDMP based upon desk research within 7 days from the date of signing of the contract;
  • Submission of reports of Consultation Workshops – within 2-3 days after each workshop;
  • Submission of the draft CDMP after incorporating suggestions received in the Consultation Workshops – within a week after the final workshop;
  • Submission of the final revised CDMP within 5 days after receiving comments from UNDP/MC.

Competencies

Required Skills and Experience

Education:

  • Master’s in social sciences, disaster management, geography, environment, management, planning or relevant disciplines

Experience:

  • Minimum 5-7 years’ experience in disaster risk management, emergency/crisis management or related discipline;
  • Proven experience in undertaking similar assignments;
  • Should have experience in working with Government/ UN organizations

Language Requirements:

  • Excellent knowledge of written and spoken English is essential
  • Knowledge of Marathi will be an added advantage

Deliverable:

  • On submission of Inception report within 15 days- 40% of the total amount to be released
  • On submission of Report of the stakeholder consultation workshop within 45 days- 25% of the total amount to be released
  • On submission of Draft CDMP within 60 days- 20% of the total amount to be released
  • On submission of Final revised CDMP within 90 days- 15% of the total amount to be released

Documents to be submitted:

  • Inception report comprising Proposed Work Plan for undertaking the Assignment with approach & methodology;
  • Detailed CV with contact details of three references;
  • Financial Proposal specifying per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules.

Travel

In the case of travel, payment of travel costs includes tickets, lodging and terminal expenses will be on actual basis.
