Description

You will be required to provide authoritative advice to a range of stakeholders, but specifically the Marine Management Organisation (MMO) and Government Departments on the potential risks and impacts to the marine environment of a wide range of human activities.   
Your main duties will involve assessing environmental impacts of a number of human activities in the marine sector, based on data provided in a variety of formats, such as Environmental Statements, interpreting and drawing together scientific advice from various sources and closely liaising with internal experts and external stakeholders. These activities include, but are not limited to, navigation dredging and sea disposal of dredged material, marine mineral extraction, renewable energy developments, beneficial use schemes and constructions.   You may be expected to act as a scientific and technical lead for a specific sector or geographical area and as such you will liaise with many external stakeholders and form close working relationships with a number of other Governmental and non-Governmental organisations.  
Other duties will include contributing to national (and possibly international) fora concerned with assessing and regulating marine human impacts and working on discreet research and development projects relating to human impact on the marine environment. As part of the role you may also take responsibility for the supervision of staff and projects to ensure that high quality work is delivered to both time and budget.
 Regular travel nationally and occasionally internationally is a key feature of the role and you may also be required to participate in marine fieldwork including occasional trips at sea.     

QUALIFICATIONS/EXPERIENCE/SKILLS 
Academic qualifications required for direct entry to this CEFAS Pay Band 5 post are a degree in marine science, oceanography, marine biology or a closely related field and substantial relevant work experience. 
This requirement can be waived for internal candidates who are able to demonstrate an equivalent level of knowledge and experience.   

You must be computer literate and have experience of using spreadsheet and word processor software for data analysis and report preparation using such packages as Microsoft Word and Excel. Experience of marine environment impact assessments related to the impact of human activity at sea is essential. 
You must have a proven track record in providing authoritative advice to non-specialists on matters relating to environmental impacts of human activities and so good communication and interpersonal skills are essential. 
You must have experience of planning and organising work programmes and in working as part of a team.   

You will preferably have experience of using databases and GIS software for the management of environmental data. Experience of project management, of marine fieldwork and specific understanding of marine industries would all be preferable.   

ADDITIONAL INFORMATION  
This post is in Cefas Pay Band 5 The salary range is from £24,036 to £29,300 pa. In addition there is the opportunity for all staff to earn a performance related bonus.  The salary is paid monthly by credit transfer.  If you are already an established civil servant you can obtain further information from your Personnel Division about rules which may provide a more favourable starting salary than is allowed for under the previous paragraph. 
Other rules will apply if you are serving a fixed term appointment. 
Part-time working and job share applicants are also welcome.
