The main responsibilities of the post are to

  • assess, in line with National and Local Policy, the ecological implications of planning applications at various stages of the process; and
  • provide technical advice to applicants, Development Management officers, agents etc. with regards to further survey work, avoidance, mitigation etc.;

to enable the Planning Division to fulfil its statutory wildlife and conservation duties and responsibilities.

 

Other duties may include;

  • providing ecological advice, guidance and training to other Council teams, sections and Departments, Services, shared services with Powys County Council and elected Members
  • assisting in promoting and developing the Ceredigion Local Biodiversity Action Plan (LBAP) and LBAP Partnership and the delivery of agreed actions and targets
  • assisting where required with the Local Development Plan (LDP) process

  1. 1.  Defnyddio arbenigedd a gwybodaeth ecolegol am ddeddfwriaeth, cynllunio, priffyrdd, tirlunio a materion amgylcheddol ehangach, gan asesu ceisiadau cynllunio ar gyfer eu heffaith ecolegol drwy ddehongli data pen bwrdd gan gynnwys mapio GIS, adroddiadau ecolegol, systemau’r Cyngor megis PACS ayb,  a gwneud ymweliadau safle , cyfarfodydd gyda thirfeddianwyr ac ati, lle bo angen.

Job Purpose

Duties and responsibilities

Working as a member of the Coast and Countryside Team, the Ecologist’s role will be to carry out the responsibilities outlined below. They will be required to balance workload as appropriate and deal with conflicting priorities of the various areas of work:

Development Control:

  1. Using ecological expertise and knowledge of legislation, planning, highways, landscaping and wider environmental issues, assess planning applications for their ecological impacts by interpreting desk top data including GIS mapping, ecological reports, Council systems such as PACS, etc. and undertaking site visits, meetings with landowners etc. where necessary
  2. Using this assessment, knowledge and expertise, advise and make recommendations to Development Control Officers, agents, members of the public and Council Members on if and how the effects might be minimised through mitigation, and where there are opportunities for enhancement in order to meet National and LDP policies and legislation. This could be via face to face meetings (on site or office), phone, email or written correspondence.
  3. Interpret policy and legislation in order to make recommendations, with regards to nature conservation, on the refusal or approval of applications and develop conditions, in order to meet National and LDP policies and legislation
  4. Make recommendations using ecological expertise to Development Control Officers on the need for Environmental Impact Assessment (EIA) (Screening) and Scoping and Habitats Regulations Assessment (HRA) (Test of Likely Significant Effect (TLSE) and Appropriate Assessment (AA)) under the appropriate legislation
  5. To use ecological expertise to undertake HRAs on planning applications (TLSE and AA) as required under the Conservation of Habitat and Species Regulations 2010
  6. To liaise with other Council officers (e.g. Highways Ecologist, Hedgerow and TPO Officer, Estates, Building Control etc.) and relevant external staff (e.g. Natural Resources Wales, Dyfed Archaeology etc.) where applicable
  7. To provide and produce biodiversity advice, formal and informal training, mentoring and guidance / procedures / best practice procedures for other members of staff, Members, agents, consultants etc.

 

Highways:

  1. To liaise with the Ecologist in the Highways Design Team to ensure consistency of working practices
  2. Provide cover where necessary for Ecologist in the Design team

 

Coast and Countryside:

  1. To keep up to date with changes in relevant European, UK, Wales and local legislation and policy and respond to relevant consultation documents and inform relevant internal staff as to changes.
  2. To attend and represent the Council at meetings such as the Association of Local Government Ecologist (ALGE), South / North Wales LBAP and Wales Biodiversity Conference as applicable.
  3. To assist in promoting wider involvement in the LBAP Partnership and establish contact with potential partners.
  4. To assist where applicable in the preparation and implementation of a biodiversity events / awareness programme.
  5. To assist where applicable in promoting active involvement of farmers, businesses, community groups, schools and the general public in LBAP delivery.
  6. To assist where applicable with providing a focal point for liaison and consultation between statutory bodies, interest groups and local communities on biodiversity issues and initiatives in the County

 

Policy and Development Plans:

As and when requested by the Senior Ecologist / Biodiversity Officer:

  1. To advise and assist with Local Development Plan (LDP) policy production with regard to nature conservation.
  2. To advise and assist with regard to the assessment of nature conservation issues and opportunities of sites and proposals being considered through the LDP process.
  3. To advise and assist with the Habitats Regulations Assessment and with regards to the nature conservation elements of the Strategic Assessment and Strategic Environmental Assessment requirements and Habitats Regulations Assessment in relation to the LDP.

This post will be provided with a laptop and other equipment necessary for the post e.g. camera, PPE etc.

The post will be required to make the majority of decisions with regards to recommendations, whether site visits are required, wording for conditions etc. without supervision. They will also attend meetings where they will represent the Council. Therefore the post will be required to work on own initiative.

 

Although work is defined by guidelines, policies and legislation, interpretation of these and production of Ceredigion guidance will be required.

 

Site visits will be carried out without supervision and therefore the officer will be required to be independent and have a clear understanding of health and safety, particularly with regards to working near a road and lone working.

Registrations, Qualifications & Training

 

Degree or equivalent in ecology or related subject

 

Knowledge

 

Good knowledge and understanding of ecology, survey methodologies, habitat management and restoration.

 

Good knowledge of relevant National and International legislation and policy relating to Ecology/Biodiversity matters.

 

Knowledge of development licensing procedures and mitigation strategy design and monitoring.

 

Good understanding of the principles of SEA EIA and HRA and the application of the supporting legislation.

 

An understanding of Biodiversity Action Plans and their implementation and knowledge of Ceredigion Wildlife.

 

An understanding of the principles and application of planning policies and environmental legislation.

 

An understanding of nature conservation impacts of development

 

Linguistic skills level required for the post

Experience required for the post

 

 

 

 

 

 

Experience of applying national and EC wildlife legislation and policy, in particular in its relation to biodiversity conservation, in a work context.

 

Relevant legislation includes;

  • Natural Environment and Rural Communities (NERC) Act 2006;
  • Habitats Directive 1992;
  • Conservation of Habitats and Species Regulations 2010 (including Habitats Regulations (HRA) requirements);
  • Wildlife and Countryside Act 1981;
  • Town and Country Planning (Environmental Impact Assessment) Regulations 2011; and
  • Water Framework Directive 2000.

 

Training/education required to be undertaken for the post/worked towards

 

 

Further training and education is essential. May take many forms e.g. in house seminars, webinars and day courses or longer at external organisations.
