The Director, Hydropower, Senior Project Developer is responsible for leading the development of hydropower projects in North America.   Position is responsible to the Regional Vice President (RVP), and will manage all financial/budget, permitting, marketing and internal communications for approved hydroprojects.   Position will also facilitate review of prospective hydropower projects and candidate acquisition projects.   The Director, Hydropower, is accountable for the success of projects under her/his assignment and will be supported by, and is responsible for coordinating with Regional and Corporate teams in Valuation & Transactions, Contract Execution, Legal, Land/Title, Transmission, Engineering, Accounting, Project Finance, O&M, and Asset Management.

Working Conditions

?Normal office environment.  Spends approximately 40% of time away from the office.  Travel includes but is not limited to visits to other EDF Renewable Services locations, meetings with EDF Renewable Services customers, organizational partners and clients, and others related to/interested in the renewable-energy business.

Responsibilities

?INTERNAL:

• The implementation and supervision of Internal Controls is under the responsibility of every manager within his/her scope of authority. • Overall responsibility for budgeting and financial tracking, project timing and planning, risks assessment and review by EDF-RE legal for Swan Lake North as well as future projects. • In conjunction with Valuation team, develop explicit, model-based studies examining the value and value streams of pumped storage technology.   Manage work by financial modeling consultants that support this work. • For prospective hydropower projects and candidate acquisition projects, evaluate hydro resource (commercially viable power quantity, optimal turbine size) based on the stated goals of senior management. • Evaluate renewable energy incentives applicable to hydro projects. • Facilitate transmission analysis and work with region staff to file for and complete interconnection studies for Swan Lake and other approved hydropower projects. • Obtain internal approvals to develop renewable energy projects, including drafting or facilitating investment memos and projections.  Effectively elevate issues to regional leadership as necessary. EXTERNAL: • Lead communications and negotiations with external stakeholders, including but not limited to contractors, permitting agencies and utilities.  Effectively elevate issues to regional leadership as necessary. • Oversight of local, state and/or federal environmental permitting processes, as a precondition of obtaining FERC licensing for the Swan Lake project.  Organize scoping process, agency correspondence and response to agency commentary.  Formulate project alternatives and draft preparation of any necessary memorandums of agreement.  o Develop and maintain a Process plan and schedule in according to internal process as well as the necessary licensing process requirements. o Determine which of the FERC’s various licensing processes: Integrated Licensing Process (ILP), Alternative Licensing Process (ALP), and the Traditional Licensing Process (TLP) is the best approach for development of small hydro. • Secure required entitlements such as Federal CWA section 404 permits and 401 certification, State and local water rights, County zoning and construction permits.   Facilitate contracting for pre-construction activities such as preliminary geotechnical engineering and environmental/cultural surveys. • Lead marketing strategy for potential off takers, including overall engagement strategy and presentations to IOUs and other potential off takers. • In conjunction with Director, Regulatory & Legislative Affairs, lead review each potential off-takers’ Integrated Resource Plan (IRP) and ensure EDF-RE commercial interests are represented in appropriate policy and regulatory proceedings.  • Coordinate closely with the EDF hydro affiliate in France, EDF CIH, on all technical matters and engage EDF CIH as a contractor on initial project design and supporting design reports, hydro modeling etc. • All other job related duties as assigned by the Regional VP and/or his/her designee.

Qualifications

?• Bachelor’s degree in Business, Finance, Engineering or related discipline required.

• MBA desirable.  • Minimum of 10 years’ experience leading project management activities for energy-related projects required.  • 5-7 years’ experience in hydropower industry highly desired.  Successful experience with Pumped Storage and FERC post-preliminary permit application processes highly desired. • Minimum of 3 years supervisory experience required. • Existing professional relationships with local utility representatives, developers, government representatives and others required. • Excellent analytical and organizational skills required.
