Development Planning Advisor 2

Job Location: Flexible within North and Mid Wales

Background

The Development Advice team will deliver timely co-ordinated advice which supports the ecosystem approach to the use of Wales’ natural resources, specifically to:

  • Provide a one stop facility for planning customers and internal statutory advice for other internal licences and permissions
  • Influence Forward Planning.
  • Provide pre-planning advice to developers and for internal projects
  • Lead on Nationally Significant Infrastructure Projects
  • Provide co-ordinated responses to development control consultations
  • Lead on appeals and enquiries
  • Provide protected species advice for planning and licensing
  • Support NRW strategy implementation through the function of the team
  • Influence local development planning and engagement with the development community
  • Collaborate with other departments to develop, strategy, policy and processes.

Job purpose

The Development Planning Advisor 2 will act as a point of contact for planning authorities and developers. The post will manage less complex, medium risk development proposals and assist in forward planning and more complex casework managed by the Senior Development Planner or Development Planning Adviser 1.

Job Specific Responsibilities

  • Plan and co-ordinate work with teams from across NRW to provide relevant, scientifically sound, integrated and timely advice on less complex, lower-risk development proposals to local authority planners and developers.
  • Assist with the provision of relevant impartial evidence based advice to Local Development Framework/Plans & associated Sustainability Appraisals so that NRW is highly influential and the resulting plans and policies assist our objectives.
  • Assist in the planning and co-ordination of work with teams from across NRW to provide relevant, scientifically sound, integrated and timely advice on complex development proposals to local authority planners and developers.
  • Develop and maintain effective customer relationships (internal and external) to ensure good understanding and the efficient delivery of a fit for purpose development planning service.
  • Produce appropriate standard records of actions and outcomes to justify and demonstrate that all legal and procedural requirements have been met.
  • Review responses and the decisions taken by the Local Planning Authority to assess effectiveness of influence to achieve continual improvement.
  • Provide support as required in the preparation of information in relation to challenges against NRW advice, including attendance at Appeals and Inquiries.
  • Support the Team Leader to monitor the performance of the business processes used by the team.

Job Specific Requirements

  • Education to degree level or equivalent experience in a relevant discipline or relevant work experience. The ability to assess development proposals for possible impacts on the environment.
  • Experience of engaging and negotiating  with external customers
  • Working within a team
  • Delivering results to timescales
  • An awareness of the Development/Infrastructure Planning Process
  • Customer Focus
  • Understanding the role of NRW
  • Full driving licence

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the department. Level 3 has been assigned to this post – the ability to use the Welsh Language in some work situations.

Status

This is a permanent, pensionable full-time appointment of 37 hours a week.

Salary

Starting Salary of £21,748.00
