Org. Setting and Reporting
 
 
 
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.  UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition (http://www.unep.org). This post is located in the DEPI/MAP Secretariat  in Athens and will report directly to  the  MAP Secretariat Coordinator.
 
 
 
Responsibilities
 
 
 
Within delegated authority the incumbent will undertake the following responsibilities:

1. Coordinate and direct activities related  to the Mediterranean Commission on Sustainable Development (MCSD) established in the framework of MAP and on Barcelona Convention  including: 

a) Monitor and report on  the performance of activities and projects to ensure effective implementation of work programme for the MAP secretariat and for the MCSD;
b) Oversee the implementation of the work programme of the Commission and reporting of progress in meeting the goals and objectives of the MCSD;
c) Coordinate the MAP activities undertaken by the MAP Secretariat and the Regional Activity Centers including, in relation to the terms of reference of the Commission with special emphasis on the integrated management of coastal areas and their natural resources, including fresh water, forests and soil conservation, and urban planning;
d) Supervise and oversee the organization, convening and servicing of meetings of the Commission, including the  preparation and distribution of relevant agenda, documentation and reports; and reporting on the activities of the Commission to the Contracting Parties, as appropriate;
e) Liaise with Governments, Intergovernmental Organizations (IGOs) and Non- Governmental Organizations (NGOs) to ensure support  and input to the activities  of the Commission, thus achieving greater awareness of the objectives and goals of the Commission and greater sustainable development impact in the Region;
f) Coordinate and liaise with the United Nations Commission on Sustainable Development – to that end – to ensure the work is in line with the emerging post-2015 agenda and Sustainable Development Goals.

2.  Responsible for coordinating the development and implementation of the fundraising strategy adopted by the Contracting parties to the Barcelona Convention.          
a) Manage and supervise an integrated fundraising plan including priorities identified by Parties for the Secretariat and the RACs;
b) Develop an integrated partnership plan which strengthens relationships with relevant funders and outreaches to new ones and oversee its implementation.

3.   Coordinate and direct development and implementation of the information and knowledge management as well as reporting activities of MAP and Barcelona Convention by:
a) Oversee and monitor the processes and preparations of publications and dissemination of scientific publications, public awareness materials, and the State of the Marine and Coastal Environment reports ensuring compliance with Organizational standards and liaising with UNEP Headquarters as required;
b) Coordinate the operational implementation, monitoring and evaluation of projects supported by the Mediterranean Trust Fund (MTF) and donors across the Secretariat and RACs in consistence with UNEP policies and the Contracting Parties requirements, decisions and directives and proposes corrective actions to secure attainment of objectives and high financial implementation rates, as need be.  In this capacity, develops the agendas and supervises the programme of work of the executive Coordination Panel (ECP) made of  RACs so as to ensure it functions as a strong management and operational body;
c) Represent UNEP, MAP and the Barcelona Convention at different fora, giving speeches and other presentations to enhance public awareness of relevant marine environmental matters;
d) Supervise and monitor implementation of the Barcelona Convention/UNEP-MAP Information  and Communication Strategy  in close cooperation with RACs;
e) Coordinate with Secretariat staff and RACs and oversee the preparation of periodic project performance reports including lessons learned from projects approved under the MTF or funded by bilateral and other agencies;
f) Oversee the preparation of periodic reports to the Bureau and the Contracting Parties as well as the preparation of the Annual Report of Activities of the Secretariat to the Barcelona Convention/UNEP-MAP;
g) Directly supervise staff and consultants in the Secretariat carrying out activities related to Communication and Information Systems and ensures direct liaison with the Regional Activity Centre responsible for Information and Communication (Info-RAC) with a view to propose and implement Contracting Parties decisions regarding Communication and Information activities.
h) Cultivate political, diplomatic, scientific and donor contacts at governmental and non-governmental levels to solicit support to MAP and its programme and to spread information on environmental matters;
4. Deputize the Coordinator, and perform representative functions as well as act as Officer-in-Charge in the absence of the Coordinator.
5.  In conjunction with the Coordinator, develop policies and strategies and suggest
priorities for the substantive work programme of MAP.
6. Perform any other relevant duties assigned.

Education
 
 
 
Advanced university degree (Master's degree or equivalent) in environmental management, environmental engineering, economics, law or natural sciences or related fields.  A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
 
 
 
Work Experience
 
 
 
A minimum of ten years of progressively responsible experience in management of marine environment related projects or programmes, administration and other marine and seas or related issues required. At  least 5 years  at a senior managerial position in a national administration.  Experience from regional or international environmental organizations or networks required.  Diplomatic skills and sensitivity essential.  Qualifying years of experience are calculated following the receipt of the first level.
 
 
 
Languages
 
 
 
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of other UN languages and languages spoken in the Mediterranean Region, is desirable.
 
 
 
Assessment Method
 
 
 
Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency-based interview.
