Purpose

Lead and direct country office operations within budgetary and policy guidelines, assuring the ongoing integration of office activities and the achievement of IFAW’s world-wide and country-specific strategic mission and goals. Assure the organization and development of a high-quality staff and consulting network to assure that IFAW’s highest-priority campaign objectives are successfully forwarded and that campaigns and Animal Welfare actions in France are effectively and efficiently developed, implemented and monitored.

Accountabilities/Responsibilities
  • Develop and recommend long-term and short-term plans for the ongoing development and organization of office and country-wide activities, assuring that IFAW is strategically positioned to take best advantage of opportunities to support IFAW’s Animal Welfare mission, to maximize the generated net income and to create a climate and identity that enables IFAW to continue to grow and flourish in France.
  • Provide ongoing management direction to the identification, selection and implementation of HQ-supported and country office-generated Animal Welfare campaigns and initiatives, assuring that plans and objectives are in place, are consistent with IFAW worldwide Animal Welfare strategies, and that office Campaign Teams and staff are effectively organized and developed to assure the meeting of Animal Welfare campaign goals and the maximizing of emerging opportunities.
  • Provide overall leadership and management direction to office staff and consultants, assuring the responsive implementation of IFAW’s human resources policies and the identification, selection, recognition, training and development of a collaborative and fully integrated group of high-quality personnel organized to resolve office-wide problems and to achieve IFAW’s objectives for France and world-wide.
  • Assure the development and achievement of office-specific fund development and revenue-generation strategies, objectives and annual targets, and work collaboratively with the HQ Development Department to assure the responsive and effective implementation of IFAW’s worldwide fund development campaigns within France, continuously monitoring performance against established targets, assuring the development of timely and accurate reports of progress and the identification of emerging opportunities.
  • Manage and provide direction to office Public Affairs efforts as part of a world-wide effort, assuring that activities and programs are responsively and opportunistically created, developed in conjunction with HQ Cause-Related Marketing staff, and implemented to actively promote IFAW’s major campaigns objectives and office-specific Animal Welfare goals. In collaboration and active partnership with IFAW's Cause-Related Marketing Director, assure that public affairs expert consultants and actions are consistent with overall IFAW world-wide campaign objectives and office-specific animal welfare needs and requirements. Act as a spokesperson with local and for foreign media to create awareness of the plight of animals and of IFAW activities, both local and worldwide.
  • Initiate and maintain working relationship with governmental organization, politicians, scientist, local based NGO’s and international NGO’s to assure understanding and support for IFAW strategic priorities and goals, as identified in the IFAW strategic plan.
  • Represent IFAW at conferences and workshops in and outside of the country to assure an understanding and support for IFAW vision, philosophy, perspectives, and position in a wide range of issues related to the welfare of animals and animal habitat.
  • Promote the development and enforcement of national regulations that provide protection of animals from cruelty, commercial exploitation, and trade.
  • Provide support and maintain fruitful relationship with local CITES authorities to ensure obtaining first–hand data on the smuggling into and through the country of endangered species.
  • Collaborate with HQ and other Country Offices to assure effective integration of regional efforts in support of intra-continental interests and objectives, acting consistently as a member of the regional team and working to assure that the region as a whole maximizes opportunities for achieving IFAW overall and country-specific animal welfare and fund development objectives.
  • Work with Senior Management Team within country office to identify and develop the office vision and values creating an organizational culture which is empowering and dynamic and which encourages creativity and excellence. Provide leadership to the development of systems to support open communication and on-going generation of an office climate and culture that is team-based, collaborative, integrated within the region and throughout the world to assure a cohesive and powerful IFAW presence in support of the IFAW animal welfare vision, mission and overall objectives.
  • Work closely with HQ Senior Staff to assure that country office staff are appropriately supported and integrated into office-wide and overall IFAW activities.
  • Provide overall executive oversight to the day-to-day management of country office administration, including information systems, finance and accounting, donor and customer relations, human resources, facilities, and support systems management to assure the smooth and effective running of an efficient office. Ensure sound business practices are followed at all times and challenges their absence throughout the organization.
  • Direct the preparation of the country office integrated planning and budget system (IPBS) documents, assuring the accurate projection of anticipated revenues and operating expenses, and that ongoing results against target are carefully monitored for continuous cost-effective management of country office efforts.
  • Support and utilize the IFAW Performance Management system and practice assuring the development of specific performance goals and outcomes for country office positions, and the continuous management and development of IFAW personnel within the country office to assure accountability for the achievement of identified results. Ensure high ethical standards are maintained and respected, challenging their absence throughout the organization.

Requirements

  • 5-10 years knowledge of and professional experience in animal welfare issues in France.
  • Leadership qualities which are demonstrated through a track record of 5 years plus in senior management.
  • Extensive professional background in non-profit management, preferably within the animal welfare community.
  • Skilled communicator both verbally and in writing, required in French and English.
  • Successful track record and background at both a strategic and operational level.
  • Drive and initiative to create change and innovate.
  • Strategic thinker and persuasive communicator.
