Background

The Pangani River Basin Management Project (PRBMP) is one of the efforts of the government of Tanzania to strengthen Integrated Water Resources Management (IWRM) and mainstream climate change in the management and utilization of the country’s water resources. The Pangani Basin Water Office (PBWO) implements the PRBMP with technical assistance from the International Union for Conservation of Nature (IUCN), the Netherlands Development Organization (SNV) and the local NGO PAMOJA. The IUCN Water & Nature Initiative, the Government of Tanzania, the European Commission through a grant from the EU-ACP Water Facility, and the Global Environment Facility through UNDP are financing the project.

The Project goal is to mainstream approaches that address the negative effects of climate change into IWRM in the Pangani River Basin in order to support equitable provision of freshwater for livelihoods and the environment for present and future generations. One of the major outcomes of the project is the development of a comprehensive IWRM plan for the Pangani River Basin for the next 20 years.

Purpose and Objectives for Groundwater Assessment

The purpose of the groundwater assessment is to complete an evaluation of groundwater resources in the Pangani Basin and produce information that can be incorporated into an IWRM plan for the whole basin. Ground water resources assessment should be carried out for the whole basin and should include quantification of potential yields from the aquifers, a hydrogeological analysis and classification of hydrogeological characteristics of the basin.

Objectives of the groundwater assessment include:

1. Determine the availability of groundwater, demand for groundwater and its development potential;

2. Design a groundwater management framework which integrates with IWRM planning; and

3. Build capacity of PBWO and key stakeholders in groundwater assessment and management.

Team composition and requirements

It is expected that international and Tanzanian national consultants will undertake the groundwater assessment. A Team Leader (International) and Assistant Team Leader (National), who are experts in hydrogeology, will lead the team. Team composition will be decided in consultation with IUCN and PBWO. The assignment will start no later than March 2010 and will last up to 12 months.

Team members should have a strong background in hydrogeological assessment, preferably with working experience in eastern Africa. The team leader should have experience in integrating groundwater information into IWRM plans.
