Description

In January 2007, Timor-Leste acceded to the UN Framework Convention on Climate Change (UNFCCC). As part of its obligations to the Convention, Timor-Leste is required to develop its Strategy and Action Plan to mitigate its production of Green House Gases (GHG), submit its Initial National Communication (INC) and also its National Adaptation Programme of Action (NAPA) to the convention secretariat. As a precursor to the INC project, the country undertook a Self-Assessment to develop this project and identify and engage relevant stakeholders to participate in the National Communication process. All components of the programme will contribute to building a national Climate Change team drawn from a number of stakeholders and actors and will emphasize the cross-sectoral approach already evidenced through the sectoral working teams established for the NAPA.

B. Objectives of the Assignment:
This consultancy will support the implementation of the activities of the INC project up to and including the submission of the country’s Initial National Communication to the Convention Secretariat.  The work will support all key outputs of the INC in agreement with the signed Project Document and the UNFCCC National Communications Guidelines. The consultancy team is expected to provide oversight, technical inputs and support to all INC components throughout the life of the project. In particular, they are expected to provide on the ground inputs in the activities listed in D. It should be noted in particular that the exact inputs to be provided by the International Consultants will be closely reviewed and agreed once an analysis of the on the ground situation has been made.

 

Duties and Responsibilities

The consultancy team will work directly with the Government of Timor-Leste’s State Secretariat for Environment team, with UNDP Timor-Leste’s Environment Unit, and in particular with the INC Project Implementation Unit (PIU). The consultancy team will be expected to provide technical support, training, synthesize information and compile necessary reports to ensure the successful delivery of all outputs of the INC document.
The consultancy team will report directly to the UNDP Timor-Leste Poverty Reduction and Environment Head of Unit.
The team will be expected to:

  • Assist the PIU to review and develop the work-plan for the INC in the context of existing capacity and availability of data;
  • Collect and review with the PIU and Technical Working Groups other data and analyses relevant to Timor-Leste, from the Indonesia INC and SNC and other countries’ completed INCs, SNCs and NAPAs.
  • Design and deliver a programme of training to build the necessary capacities of the PIU and all Technical Working Groups (TWGs).
  • Assist the PIU and Technical Working Groups to assess the current level of information available and recent progress made within Timor-Leste under each component.
  • Maintain a clear focus on Capacity Development as an integral part of INC and working closely with Thematic Working Groups towards the delivery of all major outputs.
  • Work with the Programme team on the management of the project to support greater efficiency and effectiveness in the delivery of the overall Climate Change portfolio in Timor-Leste.


D. Outputs:
The consultancy team will be responsible for the outputs of the components of the project as listed below (the consultancy team will further be guided by the Project Document descriptions – in particular the indicated Proposed Activities and Major Outputs):

Phase I – Inception Follow-Up (2 days)
1. Rapid capacity assessment of the Technical Working Groups for implementation of components and identification of capacity gaps to be addressed in the context of the implementation of the project.

Phase 2 – Greenhouse Gas Inventory and Vulnerability & Adaptation Assessment (80 days)

1. Greenhouse gas inventory:

  • Compile a reliable and accurate GHG inventory for establishment of baseline in accordance with relevant UNFCCC guidance;
  • Establish a database system to manage the inventory and sources; develop a manual to guide users and managers of the database;
  • GHG inventory report with technical annexes, detailing inventory procedures and calculations, and assumptions; recommendations for areas to improve in later GHG inventories should be included when relevant;
  • Improved national capacities to carry out GHG inventories and manage data;
  • Initial National Communication chapter for final report complete.

2. Vulnerability & Adaptation Assessment:

  • Review current regional models relevant to Timor-Leste and develop Climate Change scenarios for Timor-Leste, with particular emphasis on the key socio-economic sectors;
  • Carry out a detailed field assessment to review the impacts of climate change on the key socio-economic sectors;
  •  Review ongoing programmes and projects relevant to this activity - in particular the NAPA process and its outputs;
  • Based on primary and secondary data collection, review adaptation options in a cost-effective manner;
  • Develop a National Climate Change Adaptation Strategy for key socio-economic sectors and other policy guidance if relevant;
  • Improved national capacities to carry out V&A assessments;
  • Initial National Communication chapter for final report complete.

Phase 3 – Mitigation Plan & Development and Transfer of Environmentally Sound Technologies (60 days)

1. Mitigation plan:

  • Based on results of GHG inventory and using quantitative process assess and review of socio-economic baseline evaluate and assess the most realistic, practical and cost effective mitigation options in Timor-Leste;
  • Develop National Mitigation Strategy for GHG Emission Reduction for key socio-economic sectors;
  • Improved national capacities to identify and establish mitigation activities;
  • Initial National Communication chapter for final report complete.

2. Development and Transfer of Environmentally Sound Technologies:

  • Report with a review, analysis and assessment of the EST requirements and opportunities of Timor-Leste for mitigation and adaptation; this should include an identification of barriers for ESTs in Timor-Leste;
  • Development of a Timor-Leste EST project list for funding under CDM and other available funds;
  • Support Timor-Leste integrating and participating in networks on technology transfer.
  • Improved national capacities to identify, develop and implement ESTs to address national needs;
  • Initial National Communication chapter for final report complete.

Phase 4 – Research and Systematic Observation, Education and Public Awareness & Mainstreaming (30 days)

1. Research and Systematic Observation:

  • In synergy with other ongoing projects, analyse capacities and gaps of meteorological data collection, analysis and management, with a focus on data quality;
  • Carry out a review and assessment of the current early warning system;
  • Carry out an analysis of the impacts on the region, of extreme weather events;
  • Establish a national climate database;
  • Support Timor-Leste to integrate and participate in regional climate networks.
  • Development of the National Strategy for Research and Systemic Observation.
  • Improved national capacities to carry update and manage climatic data, and to establish early warning systems across the country;
  • Initial National Communication chapter for final report complete.

2. Education, Training and Public Awareness:

  • Develop a national programme on education, training and public awareness on climate change, including national formal educational system;
  • Design assessment of public awareness and perception on Climate Change;
  • Development of outreach material for all media;
  • Improved national capacities to develop public awareness and educational material on Climate Change for all stakeholders;
  • Initial National Communication chapter for final report complete.

3. Integration of Climate Change concerns into Sustainable Development Plans and Programmes

  • Review capacity needs at policy level, and develop a capacity action plan to address these needs;
  • Support the Project team and Government of Timor-Leste develop a National Climate Change Policy.
  • Initial National Communication chapter for final report complete.

Phase V – Complete final INC report (10 days)

1. Preparation and presentation of the final INC report according to the UNFCCC guidelines.

E. Indicative timeframe
Phase I – 3 months
Phase II – 24 months
Phase III – 24 months
Phase IV – 24 months
Phase V – 6 months

Note: Some of the phases will run in parallel. The entire project duration as noted above is three years.  Payment will be made based on deliverables achieved every three months on the basis of the submission of a detailed report of time spent working on the project and outputs achieved against this ToR as agreed with the Project Manager at the beginning of each year.

 

Competencies

  • Good understanding of Timor-Leste state environment highly desirable, as well as of the organization and functioning of legislative institutions and defense and police institutions;
  • Experience in development preferably in a developing country environment;
  • Ability to work effectively under pressure and in a highly political environment;
  • Demonstrated ability to work in a team;
  • Superior skills in writing and oral presentations and demonstrated ability to prepare clear and rigorous briefs, technical opinions and a variety of specialized documents in an easy-to-read format;
  • Communication – effective written, oral and presentation skills
  • Good interpersonal and communication skills and ability to motivate people.

 

Required Skills and Experience

  • Post-graduate or other higher degree in environmental sciences or associated fields;
  • At least 7 years of professional work experience in the field of Climate Change;
  • Excellent knowledge of the UN Framework Convention on Climate Change and associated reporting obligations;
  • Experience in undertaking Greenhouse Gas Inventories, V&A Assessments, development of mitigation plans and conducting other assessments under the UNFCCC National Communications. Good knowledge of environment and development issues in Timor-Leste and surrounding region;
  • Good knowledge of the fundamentals of and the different approaches to Capacity Development within an LDC context.
  • Experience working closely with government and UN Agencies in the context of project implementation and development;
  • Demonstrated capacity to communicate complex issues clearly and concisely;
  • Proficiency in English is required; knowledge of Portuguese, Tetum or Bahasa Indonesia would be an advantage.
