Oxford Policy Management (OPM) is a development and research based consultancy providing rigorous analysis, policy advice, management and training services to national governments, international aid agencies and other public sector and non-government organisations. OPM aims to contribute in innovative ways to enhance economic and social progress in developing and transition economies, with a focus on the needs of the poorest people.
OPM is seeking to recruit a consultant to work in its climate change portfolio. The recruitment is for a full-time position with the opportunity for short-term international travel. The role will be based in our Oxford office.
The responsibilities of a climate change consultant include: • Delivery of technical work across a range of issues, both short-term diagnostic work and long-term climate change reform projects, in support of developing country governments and international aid agencies; • Areas of work may include support to budget process reform and the development of medium-term budgetary frameworks; public expenditure reviews and diagnostic studies; aid management; review of budget support and other aid instruments; and macroeconomic policy; • Working across teams with staff from other portfolios, such as health, education and aid policy, on projects with a climate change component; • Supporting the acquisition, implementation and management of climate change projects, including working alongside officials from donor agencies and partner governments; • Developing your technical skills and capacity in climate change, and building a profile and network with other climate change practitioners and clients. OPM places high value on the development of technical skills and capacities amongst its staff.
Candidates should demonstrate the following: • A degree and post-graduate qualification in a relevant discipline (economics, environmental economics or development studies), or other relevant social science. • Significant and relevant work experience in an international environment. • Knowledge and understanding of climate change, ideally mitigation and / or climate change financing, and an ability to apply this knowledge analytically and practically in a consulting context. • Experience of negotiating and / or working with government officials and international agencies. • Experience of project management would be an advantage. • Able to provide evidence of relevant professional networks. • The ability to communicate effectively with colleagues and clients, both verbally and in writing, and to work effectively as part of a team. • Working knowledge of at least one language, in addition to English, would be an advantage.
