EMBARQ is looking for a Benchmarking Specialist to manage the technical activities of the Latin American Association of Integrated Tranpsort Systems and Bus Rapid Transit (SIBRT). The association was founded by 14 of the most influential urban transportation agencies in Latin America to qualify, standardize and disseminate BRT and integrated transport models, as well as become the forum for cities that have already implemented or want to implement these transport systems.

The alliance of BRT and integrated transport systems managers promotes the exchange of knowledge to create best practices for management and operations of urban transportation. It is estimated that the 100 largest cities in Latin America have about 8,000 kilometers in high-performance transport corridors.

EMBARQ – The World Resources Institute Center for Sustainable Transport created the association and serves as its Technical and Administrative Secretariat. SIBRT focuses on four areas of work: Benchmarking and Innovation; Negotiation with Suppliers; Political, Commercial and Financial Development; and Communication and Image.

The Benchmarking Specialist is expected to achieve the following: execute SIBRT’s forecasting and benchmarking program using databases and key performance indicators; complete and submit studies of best practices and evaluation methodologies for mass transit proejcts; prepare manuals and publications for wider dissemination; analyze mass transit systems, including diagnosing problems and identifying best practices and recommendations; and generate alternatives for additional financing of the activities of the Association.

Responsibilities:

  • Plan and lead investigations in response to the needs of the Technical Secretariat (EMBARQ) and the Association (SIBRT), and manage the implementation of results in different systems.
  • Structure key indicators and databases for continuous monitoring of the performance of SIBRT members’ BRTsystems and conduct a comparative analysis of other international case studies.
  • Collaborate with other specialists involved in benchmarking initiatives across the EMBARQ global network of Centers for Sustainable Transport in Mexico, Brazil, Peru, Turkey and India.
  • Provide technical expertise to support the activities of the EMBARQ Strategic Director for Latin America, particularly with initiatives related to urban mobility observatories and BRT funded by the Volvo Research and Educational Foundations and the Andean Development Corporation.
  • Plan and implement capacity-building initiatives for groups of carriers and operators of public transport.
  • Prepare reports related to job tasks, as well as train and support other technical staff.
  • Participate in the process of incorporating new members to SIBRT.
  • Maintain relations with the EMBARQ Strategic Director for Latin America, Manager of Research and Development for CTS-Mexico, and Director of CTS-Brasil, as well as external partners, including SIBRT members and delegates from multilateral banks and other NGOs.

Qualifications:

  • Demonstrates initiative, commitment, organization, analytical capacity, creativity, responsibility and solid training
  • Postgraduate degree (master’s or Ph.D.) in Transportation Systems Engineering, Civil Engineering or Systems of Urban Transportation, or Urban Planning, with a focus on Public Transportation
  • Experience in technical advice to management agencies and public transport operations at the institutional, planning and operational levels
  • Experience in interdisciplinary work in areas related to sustainable mobility, such as urban development and environment, preferred
  • Experience in academic research in planning and operation of public transport systems, preferably Bus Rapid Transit (BRT), with a focus on quantitative indicators and databases
  • Fluent in Portuguese and Spanish; highly proficient in English
    Advanced knowledge of Microsoft Office and Web browsing
