Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bring emerging issues to the attention of governments and the international community for action. This post is located in the UNEP, Executive Office (EO) at the Nairobi duty station. Under the general guidance of guidance of the Chief, Corporate Services Section (CSS), and the functional supervision of the Fund Management Officer (FMO), the incumbent will undertake the following: 1. Budget Planning: a) Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from the Divisions, Conventions Secretariats and regional offices, including programmatic aspects; ensure compliance with the programme of work; b) In Consultation with the Programme Officers, reviews and analyses programme budget/financial implications in light of the planned activities of the programme of work; c) Assists managers in the elaboration of resource requirements for budget submissions and identifies with the programme officers the most appropriate administrative and financial framework to undertake activities and reach the objectives of the Division; d) In cooperation with the FMOs for the Divisions, participates in the preparation of proposals for submission to the donors in line with the UNEP policies; e) Provides support to relevant offices in their budget review; assists in securing approval from the Project Review Committee (PRC) and the Project Approval Group (PAG). 2. Project Administration, monitoring, Control and Evaluation: a) Monitors project implementation, including analysis of implementation and initiation of corrective action; b) Reviews and analyses half yearly and terminal management reports and project expenditure reports; c) Analyses and evaluates on-going and completed projects for trends, problems, lessons learned and reporting thereon; d) In consultation with the Divisional FMOs, liaises with the Contributions Unit to monitor receipt and contributions and reporting to the donors; e) Preparation of project documents and their revisions in accordance with the procedures established by CSS; f) Works with the UNEP programme officers on all elements of UNEP programme management. 3. Fund Management: a) Liaises with UNEP Divisions, co-operating agencies and supporting organizations on Fund Management related matters whenever possible; b) Issuance of obligation documents, follow-up on status, periodic review of outstanding obligations, liquidation of the un-required portions thereof, closing of year-end accounts and submission of financial statements for the regional offices; c) Maintenance of records related to Fund Management matters and preparation of periodic information of the regional offices to the management; d) Expenditures forecast and preparation of situational financial analysis for projects and regional offices. 4. Other Tasks: a) Assists in drafting Standard legal instruments; b) Liaises with the Internal and External auditors and coordinates response to queries and audit observations made; c) Identification of procedures and guidelines to improve the administrative flow within the regional offices.

Accountability: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.



QUALIFICATIONS

Education
A first University degree in business administration, finance, accounting or related field.

Work Experience
A minimum of three years of relevant professional experience in finance, administration, budget, business administration or related area.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Other Skills
Other skills: Familiarity with UN accounting system (IMIS) and other related project management systems, understanding of the UN Financial Rules and Regulations an asset. Training, knowledge and working experience in project management is also an asset.
