EDF’s Natural Gas Program:
 
Natural gas is an important and growing part of our nation’s energy portfolio.  It emits fewer greenhouse gases than coal when combusted and avoids mercury and other dangerous air pollutants that come from coal.  It could be a win-win, if--and this is a big ‘if’--we do it the right way.  The “right way” entails putting tough rules in place that lock in mandatory environmental safeguards to protect communities and reduce methane pollution, which undermines natural gas’ role as a lower carbon alternative to coal and oil.  EDF is taking a leading role to ensure that natural gas provides real and sustained carbon benefits without harming the environment or health of the communities where gas development occurs.
 
EDF has a long history of fighting for clean air to protect public health and the environment, in the states and nationally.  Within our Natural Gas Program, a key strategic priority is to minimize methane emissions across the natural gas supply chain in order to maximize the climate benefits of natural gas.  At the same time, this work promotes public health by tackling VOCs and HAPs, along with methane. 
 
 
Overall Function:
 
This position will provide senior level guidance and technical/analytical support to EDF’s efforts to encourage the natural gas industry (especially upstream and midstream operators) to improve its environmental performance for reducing air emissions through voluntary action and stronger state and federal regulation.  Under the direction of the EDF’s Associate VP & Cheif Counsel for US Climate & Energy, the Air Emissions Director will be responsible for providing expertise to a diverse team of policy experts, lawyers and scientists regarding how to reduce the harmful air emissions, such as through enhanced LDAR (leak detection and repair programs), stronger monitoring and enforcement, and new technologies, and through effectively engaging industry, regulators and other stakeholders.
 
This individual will serve as the team’s primary technical expert on air issues, including current industry practices, available technologies for emission control and monitoring, and opportunities to improve compliance and enforcement.  A strong technical and analytical background and knowledge of the oil and gas industry are essential.
 
Primary Duties and Responsibilities
 
?        Provide technical counsel to the EDF Natural Gas national team and other senior EDF leaders on opportunities to influence and re-engineer gas industry practices and state and federal regulation.
?        Envision and design innovative technical and regulatory solutions for dramatically reducing methane emissions from gas production practices.

  • Design lead and/or participate in a variety of research projects, including data analyses and modeling, which advance collective knowledge of opportunities for air emission reductions and inform and support EDF’s policy objectives.

?        Proactively engage with companies, other NGOs, state and federal environmental regulators, and leading organizations such as the State Review of Oil and Gas Environmental Regulations (STRONGER), ECOS and other.  Propose and negotiate improvements to existing and emerging guidelines for environmental performance.  Oversee the development and maintenance of ongoing relationships with the key technical experts at each of these organizations and other key industry groups.
?        Evaluate proposed state and federal regulations and legislation. Submit detailed technical comments to regulators and legislators.
?        Identify and develop emerging organizational priorities.

  •  Author a variety of internal and external documents, including memos, talking points, presentations, articles and policy papers.
  • Collaborate with EDF’s communications team on communications strategies for promoting EDF’s air policy objectives.  Serve as a public-facing expert on air policy issues. 

 
Qualifications
 

  • Minimum educational requirement:  Master’s degree in engineering or environmental science, with strong analytical and quantitative abilities.
  • Minimum of ten years’ experience working in the field, ideally with a state, regional or federal agency; and/or within the oil and gas industry.  Have a network of relevant connections in this field.
  • Thorough knowledge of environmental and regulatory issues related to air emissions reduction in the oil and gas industry strongly preferred.
  • A “big picture thinker” who can envision how to evolve existing practices into better practices.
  • Strong written and verbal communication skills essential.  This includes the abilities to translate technical information for policymakers and other non-technical audiences; and to negotiate and persuade in a collaborative and diplomatic manner.
  • A strong interest in leveraging technical knowledge to strengthen environmental and health regulations that govern the natural gas industry. 
  • Ability to work in collaboration with EDF staff and partners in a dynamic, fluid and creative environment with colleagues and partners of varied backgrounds and experience.  Able to prioritize and be flexible and adaptive.
  • Ideally candidates will be based in the Austin, Texas, or Boulder, Colorado areas, but candidates located in other parts of the country, who would work remotely, will also be considered.  Ability to travel frequently is required.

 

Note: This position requires 30% travel.
