Are you an experienced policy adviser who desires a move into the emissions trading area?  Or do you have skills and experience in process and systems implementation or improvement?  The Ministry for the Environment will provide an opportunity for you to learn, grow and develop your skills.

We have four Adviser or Senior Adviser roles within the Emissions Trading Group, with an opportunity to contribute to a range of policy or implementation projects from within the Ministry and across government. 

You’ll work at the forefront of emissions trading development and implementation.  The Emissions Trading Group works in a collaborative way and you’ll also have the opportunity to work on diverse pieces of work.

We are looking for a strong grounding in policy and/or implementation skills, particularly:

  • Relationship management skills – both across the Ministry’s diverse range of people and interests and across wider central government agencies.
  • Quality policy skills – especially writing clarity, rational thinking and analytical capacity.  Exposure to and understanding of the significance of economics as an analytical framework would be an advantage.
  • Central government process experience - including the development of Cabinet submissions, and writing briefing notes and ministerials.

Two positions will be focused on emissions policy, development of regulations and preparation of allocation plans.  The development and implementation of the NZ ETS is a cross agency initiative with specific input from the Ministry of Economic Development, the Ministry of Agriculture and Forestry and The Treasury.  These roles will involve working with closely with members of these teams.

Two positions will be focused on governance co-ordination and process and systems implementation, working closely with the policy and regulatory team to deliver the operational requirements of the NZ ETS and with the implementation teams delivering the emissions unit register and forestry systems.
