The World Food Programme (WFP), the largest UN humanitarian organization, is a key global actor delivering relief, rehabilitation and development interventions aiming at the fight against world hunger and malnutrition. With Climate Change (CC) identified as the single most important global challenge of our times, WFP is consolidating its strategies, policies and approaches and is stepping up its capacities to effectively confront such challenge. Against this background, WFP seeks a Senior Climate Change Officer P-5 in the Policy Planning & Strategy Division based in our Headquarters in Rome, Italy.

The Senior CC Officer will be part of a dynamic and strongly motivated small team working full time on CC issues and providing timely and relevant strategic analysis and advice, as well as the necessary organizational and operational support on CC related challenges, in support to the CC Coordinator. Her/his work will be equally split between content issues, i.e. programme matters relating to Climate Change, and external relations aspects, including interagency aspects.

Duties:

Main responsibilities will include:

  • Contributing to the overall development of a sustainable WFP approach to CC issues;

  • Support the development of a clear policy and programming framework for CC within WFP and of related guidelines;

  • Conduct studies, lessons learned, and promote systems and knowledge development on climate change;

  • Organize consultative meetings of HQ, RB, and CO staff on strategic priorities for climate change policy and programming;

  • Support/lead capacity building initiatives, training events, including at the CO and regional level;

  • Contribute to develop policies and providing thought leadership within and outside WFP;

  • Serve as a trusted advisor in strategic, policy and organizational issues for HQ and field managers;

  • Contribute to build WFP’s knowledge base and influence WFP thinking on the global debate on hunger;

  • Coordinate the works of the CC Stakeholder Group;

  • Be responsible for liaising with and supporting Country Offices and Regional Bureaux on CC matters;

  • Support the implementation of the WFP strategy for engagement at COP15 in Copenhagen and beyond;

  • Contribute to/lead formulation of innovative approaches to CC;

  • Facilitate and support interagency level initiatives, including through liaison with IASC and other bodies;

  • Prepare policy papers, recommendations, reports and studies on food aid, emergency, humanitarian relief and development related issues for the Executive Board, and assist in the preparation of other documents;

  • Prepare statements and presentations for the Executive Director and the Deputy Executive Director and assist the Office of the Executive Director as requested in matters related to relationships of WFP with outside bodies;

  • Contribute to the preparation of meetings, consultations, visits, special events;

  • Perform any other duties within his/her professional competence as required.


Essential requirements

Experience:

At least 10 years (4 of which international) of postgraduate progressively responsible professional experience in the areas of environment, climate change, disaster/emergency preparedness, early warning, food security, humanitarian work. Experience in senior leadership positions at the international level is essential. Previous hands-on experience with WFP is an advantage.

Language:

Proficiency in English and intermediate knowledge of another WFP official language: Arabic, Chinese, French, Russian, Spanish or Portuguese.

Education:

University degree in Social Sciences, Political Science, International Affairs, Environmental Studies, Agricultural Economics and fields related to CC; MA in International, Humanitarian, Development or Disaster Studies with emphasis on Environment and Climate Change would be an advantage.

Knowledge:

Very strong analytical and communication skills; Knowledge of working themes and context; excellent self-management skills; ability to work both independently and as part of team; very strong sense of initiative, action oriented and problem solving approaches; ability to relate abstract concepts to practical decision making and action; ability to develop networks and to facilitate coordination and interagency collaboration processes.

Competencies:

Excellence in understanding hunger, poverty, development and livelihood issues; deep knowledge of nutritional and food security aspects; deep knowledge and understanding of climate change, disaster risk reduction, emergency preparedness and early warning issues; knowledge and understanding of WFP’s policy and programming frameworks and operational approaches; knowledge of WFP modus operandi at both HQ and field level an advantage.
